This one is meant to be a variation on *Name*'s plan of White Scars on Equartaz only with bikes instead of speeders and capture instead of xenocide. The proceeding plan with this one is to go for spear training and assault bikes in the next vote.

Goals: Create a chapter specialized for fighting Tzeentch.
-[] Traitor Legion Geneseed: Traitor Legion Geneseed: If you wish, you could gain access to the gene-seed of the traitor legions, each will have its benefits and costs, but all of them will have their gene-fathers concealed for practical reasons - little point creating a Chapter only for them to be wiped out by some overly paranoid fool.

I will be honest, I don't want this plan to win, at least not this turn, I just think this would make the perfect Chapter for this world and the idea didn't want to leave my head, so here it is.
[ ] Emperor's Landing: One of the very first planets the Emperor conquered after leaving Terra. The exact details are not known, but the Emperor on this world battled a foe so devastating that he was pushed nearly to his limits, having barely ever used such a level of power before or since. To this day, his power permeates the area so thoroughly that much of the wildlife actually glows with his radiance at night. (Segmentum Solar).
 
i can understand switching pOrk farming xenocide for capture, but if we go for Equartaz, can't the horse substitute for the hit and run bikes while speeders act as fast assault force?
A chapter with Xenocide will be minor species focused will in all likelihood will kill less Orks than the average (not counting Orks killed just surviving on their home world if they are on one with em) due to being overly focused on attacking minor xeno civs.

Grimm though the people who brought the proposal forward were toying with him for a reason.

so xenocide is kill the baby in the cradle before it learns how to create spaceships *cough*Tau*cough* and standard railgun infantry rifles *cough*also Tau*cough*
so change to "do what you will" then for the friendship is magic horses?

. . . we giving them extra librarians, Might have to get some assault packs with little wings for the horses?

-[ ] Adaptive Gene-Seed: Some samples of Gene-seed are more capable of adapting to different conditions on different planets. 5 Points each charge. Burn a charge to roll an extra planetary trait.
-[ ] More Equipment: You've managed to secure extra equipment for a chapter. 5 Points. Burn 1 charge to add an extra equipment slot for the chapter.
-[ ] Extra Trainers: With some extra effort and yelling at a few more bureaucrats, you ought to be able to arrange things so the new Chapter is able to get in some extra specialised training before proper deployment. 5 Points. Burn 1 charge to get an extra training option.
-[ ] Latch Boots: A superior counterpart to the regular mag-boots in Power Armour, these fascinating devices gives the Chapter's armor the ability to 'stick' itself onto any surface at will - letting the Astartes of the chapter fight on vertical surfaces, or even while upside down. 10 Points.

This is great but might I point you towards that training specialisation for spears we have available? Sounds like a great combo with this setup

Burn 1 charge and traits from the donor chapter are added for a roll, or a separate charge of potent gene-seed can be spent for a separate roll on the donor legion's trait list as well as an acquisition of the secondary legions 'base' traits.

I really want to make an Ultramar-lite that can espouse the words of the Imperial Truth, unlike the Eccelsiarchy, with the Dreadnaughts being the main bulk of preachers and making them more prepared and well-trained.
 
What do you think about idea of making Blood Angels (primary)/Word Bearers (secondary) Chimeric Chapter?

I would recommend cutting thunderhawks or bikes for an extra equipment charge. We currently lack any and it would be an easy power boost.

Personally would drop the Bikes so we could emphasize Blood Angel's affinity for Alpha strikes. That and I feel like the black rage and red thirst both disfavor hit and run tactics.

Well, it would be bad if Biker fell to Black Rage, while driving at max speed through battlefield... mainly for his survivality
