I think after we complete the plan, if we do, we should have another stage of the plan where we expand industry... and fight malnutrition and poor healthcare
Maybe, "Strong Workers, Great Industry" or something. Since obviously childhood mortality, maternal deaths, deaths from illness, and sickness from malnutrition stop our workers from putting in their 8 10 12 14 hour days!

Question, @HeroCooky , when are elections? We're directly elected by the People, so when's the next time when miraculously 100% of the votes elect us for another term of office?

An election is held after every five-year plan has been concluded.
And you don't have a 100% approval/vote rate. That would be ridiculous and spell out that yousomeone was messing with the election!
You have a much more believable 83% Vote scheduled for the next plan.
The actual numbers (much to your spies and information networks confusion, as your father only had, at best, 34%) are an astonishing 80%. It seems like feeding people and giving them better housing is popular; who knew?

It's probably helped by the fact that there really isn't an alternative pole of opposition standing against us. It feels like most of the opposition between factions is, like, about competing for influence over us instead.
How about we be the frist nation to adopt a good bullpup rifle? Jungle fights are cqb fights so it makes sense and it might help us give our infantry an almost sci fi look for Rodenberry to draw from in his prop devlopment
Hmmm, I could see the impetus for this if we mechanized our infantry - bullpups are a lot easier to cram into APCs, but our infantry is probably fairly low on our list of priorities (navy, air defense, and civilian needs being the priorities).
Soooooort of? The description is very vague as to how an Iron Tiger 'performs as well as a tank'. My guess is that there's a bit more nuance about it than such a simple statement can capture. I'd certainly expect tanks to have better top speed and survivability whereas an Iron Tiger functions better as an IFV.
He does raise a good point about just manufacturing copies of friendly nation's equipment as oppose to trying to develop everything in house. We don't really need a new homemade rifle design when any Russian AK can do the same job decently enough. That means that R&D time can be dedicated to other stuff like Magic Belkan planes.
Also getting tanks will help obscure the Iron Tigers. Last thing we need are nations wondering why we didn't bother to update our armored forces and start poking around. That, and Iron Tigers can't fill every role that a tank does.
I think the GM has saiud that part of the reason it only takes Gunagchou 6 months to design a new piece of kit is that the PRC/USSR is sending us the equivalent of STCs for their tech which we then adapt slighly to our needs. Based on the profusion of Soviet-derived weapons systems out there, I'd say this is even realistic.
It depends on how independent we want Guangchou to look. Relying on foreign models means we just want to keep our heads low and remaining the subservient partner to outside influences. Best for when we want to keep Iron Tiger a secret as much as possible and unveiling it only when absolutely necessary. That's the easy way I think.
The other, harder way, is broadcast that Guangchou is its own master through and through and being wholly independent. It matches with an isolationist play and also with a global power mindset, ofc I'd prefer the global power route, being able to influence instead of being influenced. That means making our own stuff, though ofc we'd likely still rely on others for certain resources. But that also means we'd have our own special resources and products they'd be more than willing to trade for.
Honestly, I'd prefer making our own stuff eventually. We could probably adopt foreign models of the more mundane stuff like small arms or minor vehicles and tanks at first since they don't really have as much impact as, say, making our own cruiser or destroyer. Or as mentioned, submarines, maybe even ones capable of sending missiles.
I think we want to manipulate events such that the Iron Tiger stays secret for the duration of the plan, but we develop breakout capability for implementing it's tech elsewhere. Then when the new plan rolls around we can focus on Heavy/Light industry and just spam electrification and computer control. It will probably lead to a lot of freakouts and memery by everyone else, but by then we'll have a modern military so the threat of actually getting invaded for it will be low.
In the military section of nation creation, you took the middle option, giving you:
Which is the middle option. Your soldiers are trained to a fairly good degree, compared to other Asian nations.
That comes with having your military core being professional soldiers, instead of full conscript army.

This plan is focused on agriculture and education, so the next one will probably have to focus on heavy and light industry with enough military investment to keep people from pushing us around since to really make the most of our industry we'll want to implement Iron Tiger tech.
Also, @HeroCooky , and I know this is going to be controversial, but what if we have a fair election?
I mean, obviously we should have people in the vote-counting stations so that if the total leads to us losing, we'd change it, but if we think we can win fair and square... then we could do it as a sort of flex?
And it's the best kind of fair and free election, the one where you can just rig it if you actually lose.

You already have that very system! The people go into the voting station, cast a "yay" or "nay" inside, before leaving.
Under supervision, of course. Not one that looks at where they put the cross, but one that suggests the "implication" of what happens if they put it somewhere wrong.
The current plan is actually solely focused on "Not Starving Half The Population" and not education.
Your education and schooling system hasn't been touched by the current plan.
I'd like your schooling system to burning garbage, but that would be an insult to the burning garbage.

Yes, but you can have the best institutions with the greatest minds, it still wouldn't matter in the long run if your elementary schools don't even have enough school materials between each other to supply three classrooms (120 kids in total) with the most basic book.

Hmm, sure. We have some reputation over 50, we can spare it. I mean, I've never done a Plan vote, so I don't know if we *can* spare it, but y'know, I'll say we can.
Yeah, I think education reform is something that woudl best be done now while the school system is fairly... anemic. It'l be easier to get a low number of teachers retrained than doing it after we expand the school system.
In other news, oe of the things I'd like to make next is a modular vehicle because apparently we don't have enough/good trucks for native logistics and military use. Now, Gunangchou is made of hilly terrain with poor roads, so it will have to have good torque and good suspension, and the good news is that both are provided by Iron Tiger tech. My basic idea is to do a hybrid-electric skateboard platform that we can plop mission-specific cabins onto.
Two electric motors in the 'long and skinny' configuration provide lots of torque. I've laid them out at the front and back because that distributes weight better and leads to better handling. The wheels are mounted on motorcycle like swing-arms to give them lots of travel, and the suspension is hydropneumatic - that is it uses a compressible gas (nitrogen) to act as a spring and the hydraulic fluid transmits force to the gas reservoir and governs stiffness and ride height (Iron Tiger derived tech), this has a number od advantages oaver steel springs but in our world it's not very common because the inventor patented it and most car manufacturers didn't want to fork over the cash to use it (IP law delenda est).
Power is provided by both a battery bank and a gas turbine-motogenerator pairing. The gas turbine is quite small and suitable for cruising, and it's designed to run continuously at it's optimal RPM so it's quite efficient. It's also lighter, quieter, and lower maintenance than a piston engine because it's got no reciprocating masses and operate in a continuous fashion. The battery bank provides the energy for rapid acceleration.
Now, the drive train is going to be controversial, and I'm open to changing it, but I think the idea has some merit. Basically we use beefed up bicycle chain to connect the front and back wheels on one side together. This sort of chain drive is used on motorbikes and it's got good efficiency. It's also very lightweight as well as being simple to service. Because one motor drives the left side and the other drives the right side, we can now do differential steering like a tank. The wheels don't need to turn left and right, they are fixed in place, and we don't need a differential. All this should make these INCREDIBLY low maintenance vehicle. If we were literally anyone else this would be a little insane at this point, but the robustness of our electronics is... something else, so I'm comfortably using drive-by-wire.
Overall, I'm expecting performance and fuel efficiency to be about the same as a straight ICE engine car because while we eliminated a bunch of weight from things like the differential and transmission or the use of a lighter turbine engine, the electric motors are pretty hefty as well. The real benefit would be the low maintenance, ride quality, and great torque. It will also make it easier to fully electrify our transportation later once we crack Lithium batteries because they'll be backwards compatible.
Now, on top of this skateboard you can put down whatever you please. A cab with a flatbed for cargo, a fully enclosed general purpose military transport cabin like the Humvee, a pair of S-125 missiles for air defense, etc. For larger loads it can even be turned into a sort of semi-truck by switching to a much larger turbine engine and hooking it up to a trailer that has one or two more motors.
It's also readily convertible to civilian use - in a pinch the high torque should let us function as a tractor, or we can add a passenger trailer to make a bus, or just use it as a cargo truck.

Well, you don't have to have a plan beyond "these 4/5 things sound nice" when voting.
In fact, this is a perfectly acceptable thing to do, which I encourage everyone to do! Just like doing too many things is bad, the opposite is true! The more you're monofocusing, the bigger the bonus on that action, as you put more time/ressources into said thing!
As an example:
The most recent plan has you doing everything with a [-2] malus due to you doing 12 Actions.
A plan with 4 Actions would have everything with a [+2]!

Should we consider doing a single turn of nothing but sorting out our school system? It sounds like we probably want to roll as high as feasible for this...
