I mean, yeah, its probably boring and has 0 impact for my day-to-day life, but I find the topic highly interesting and will likely look for more explanations/sources once it isn't 0:30am.
And the context is on wheter the Major Breakthrough was achieved independently from the Chinese Experts or with them. The difference in mechanics will be that one gets you a bargaining chip as the sole holder of the tech, the other has the Chinese co-hold it with you. In fluff it will mean an intensified: "What the fuck?" from every intelligence agency spying on you or a deflection of international scrutiny to the Chinese.

In all seriouslness, I like the idea of having the extra bargaining chip. Preferably we would use it the turn after next to try and do Sino-Indian rapprochement, but if we need to use it for SSR that's ok too.
