Wow the RP penalty for the Software Megaproject dropped to -4.

If CyberEnby is right, then we probably should do the new Sub this turn. I'm especially worried about leaving the military to their own devices for too long as we got word that they'll just do the projects themselves if left too long.

Did the new supercomputer give us more actions per turn, wasn't sure if that was a thing.

As far as I know, each supercomputer is one more action.

Alas, we can't do the submarine this 5YP - if we try to do it now we will be rolling at a severe malus because we haven't set up any infrastructure for nuclear research or built the test reactor. I want to aim to complete the test reactor this plan, and do the sub first turn of the next plan.

While the military might be getting antsy, we promised to get to them before the end of the plan, we didn't specify when in the plan we would do it. The plane for instance I'd like to wait untill 1977 for, because that's the year of the MiG-29's first flight, so it would make sense in universe for us to do a plane based on that one, and if we do it earlier we might get a malus because the base design hasn't been prototyped yet.

We just Brain Drained both Thailand and Cambodia, and now it's likely that we'll be taking on refugees as well, all without having increased our housing. I'm putting 4 actions this turn on housing which serves our plan promise, houses the refugees and blunts most of our RP penalty from the Mega-projects we were planning on doing anyway.
 
One thing that might be worthy of note. The whole supercomputers being cheaper in actions makes building supercomputers even more action efficient in this plan.
In other news, I've discovered something funni:

Baseline actions per 5YP: 100

Actions if you build 2 supercomputers 1st turn:
100-10+(2 actn/turn x 9 turns) = 108


Actions if you build 4 supercomputers in the first two turns:
100-20+(18+16) = 114

Actions if you build 6 supercomputers in the first three turns:
100-30+(18+16+14) = 118

At this point we have enough actions to build 3 supercomputers per turn:

Crickets, mealworms, and other insects have been eaten for centuries. Due to their size, they are an excellent source of protein and among the most efficient of converting food waste into more food compared to larger animals such as cattle or even smaller ones such as chickens or rabbits. Developing industrial insect farms that can efficiently recycle food waste as well as organic sources unsuitable for direct consumption will both reduce our waste and create a much needed protein source for our people.

(Rather than doing the Novel Food Production methods all at once, it's better to do them piecemeal in order to increase our odds of getting a breakthrough.)

Huh, I didn't think this action actually cleared new land - just developed existing fallow
I chucked the cleearing land action in there due to you reaching the industrial threshold to do both at the same time.

The group watched as the pair of dice tumbled across the table, landing a two and a five for player One. Said player then moved his token seven spaces forwards, landing on a tile with a question mark. Four pairs of eyes then glanced towards the gamemaster.

"Okay, game event. You greet your neighbor who works at the local textile mill. She tells you the overseer allowed them to take home the blankets that failed to pass quality inspection. She is willing to give them to you at the rate of one blanket per three worker points. Do you buy?"

After some intense mental back and forth and the frantic look in his eyes, player One decides to dip into his preciously hoarded reserves and purchases two blankets. He knows full well that the Winter Phase will come eventually and the safety of his family is at stake. With a look of envy at player One's increased stockpile of blankets, player Two takes up the dice and begins to shake the dice in his hand, praying to the Great Leader that he does not get a four.

He gets a four. The gamemaster notes player Two's results and her eyes traces the path four spaces down and spots the reason for Two's displeasure. Citizen Audit. Sympathizing with his misfortune, she consults her notes.

"Alright, time for a random audit. It says here you currently possess three more loaves of bread than is permitted by the Bureau of Equality. The Audit Committee has decided to confiscate this questionable surplus in order to redistribute it to your less fortunate comrades. In their wisdom, the committee has decided to be lenient, just this once. Only five worker points will be deducted from your record."

Player Three picks up the dice as Two vocalizes his displeasure with a groan. Ignoring her colleague, Three cups the dice and blows into her fist, praying that she rolls a high enough number.

A four and a five heralds three's cry of joy as she moves her token nine spaces, making it past the starting point, and signaling the end of her work cycle.

"Congratulations, citizen. Your hard work has been noted, and ten worker points have been allotted to your record. Spend them wisely, and do not forget to thank the Great Leader for his generosity."

While Three mumbles a thank you, Four picks up the discarded dice and begins his roll. His hopes and wishes, however, turn into anxiety and shock, similar looks on the other players' faces as they all realize where Four's token is about to go.

"Ah, the Communism Chest," the gamemaster notes, "let's see…" She picks up and reads the words on the topmost card, noting the increased pallor on the faces of her players.

"Famine mode." Each of the players gasp as the gamemaster explains the rules, making sure they understand what's going to happen. "A famine has struck our great nation. Each player must roll a special pair of dice on each of their respective turns." She brings out the famine dice, eliciting a whimper from players One and Three and and startled yelps from Two and Four.

"Scoring five and above means you survive the turn unscathed, score lower and you gain one famine point. Unless you counter the famine point using one loaf of bread, accumulating three famine points results in your starvation and game over."

Two begins to sob, knowing he is at most risk due to the audit depleting his stockpile of bread. Four feels a pang of regret in his chest, knowing he'd triggered the famine. Meanwhile One grimaces in frustration as he struggles to decide whether to trade his blankets for more bread to avoid starvation, and therefore risk freezing during the Winter Phase, or risking starvation by hoarding his blankets. Finally, Three sighs in relief, knowing that her recently earned worker points may very well lead her to surviving Famine Mode.

The gamemaster notices all of this with but a sweep of her gaze, her expression blank as she makes sure not to sympathize with her players. As gamemaster, she must remain impartial and stoic, a rock against the waves. And so she concludes…

"Any questions? No? Then let's proceed."

With that, game night continues…

It's a board game, but the addition of a gamemaster adds some elements of randomness into each session as some game events are made by the gamemaster on the spot or prepared slightly beforehand. I'm still a bit unclear on the overall mechanics of this game, but want to vote for a plan that involves tooling up for some firepower alongside of any other steps we take to avert the Killing Fields.

You can pump out Regiments of IT once you decide to take the Actions to actually do so.
General takeaway is, our military's been skipping leg day for literally half a decade, so we may simply not have time to prepare it to actually interfere.

Like, I'm sure The Missus could piece together a badass commando team to do something spectacular on a small scale. But our overall state of military preparedness is just not gonna be credible compared to someone who's been fighting a serious hardcore land war in Asia or going in against Sicilians when death is on the line or whatever.

I would add that our spy network is somewhat more effective than our conventional military force. Remember that in turn 13.3 we completely removed all foreign agents in our territory with the magnificent breakthrough. So an assassination or assisting in a coup might be feasible.
Cautionary observations:

1) Most foreign countries haven't put much real effort into spying on us, and even the ones that did, only started doing so recently, which makes rolling up their spy networks easier.

2) Defensive counterintelligence work (at which Guangchou has historically performed well) and espionage on foreigners in the country (likewise) is very different from offensive black-ops work targeted at assassinating a foreign leader.

With that said, yeah, we might well have better luck with that. I just don't want anyone to think that we're a military powerhouse by the standards of Southeast Asian minor nations because we are so very clearly not.

With the WEISOFT bonus it's... +25 tho, not +15?
WEISOFT does not apply to hardware (which is around 96% of a SupComp) and, as such, hasn't been applied to the Action. With a +3 bonus for 5 dice, that comes out as a +15 total.

You need to pay for the Actions you take with either Reputation (Everything which makes things go in a government, collected into one), People's Opinion (how much people like you), and, as a kinda-vassal of China, Chinese Opinion you can earn/lose for things you do or buy from them.

The results of your Actions then get pooled into four stats: Light Industry, Heavy Industry, Military, and Agriculture. These indicate how well the country is doing.

Besides that, the vibe of the Quest is much more geared for story than a mechanical "MAKE NUMBER BEEG!!!" type.

Yeah, I kinda get it. It's just that parsing the details of plans and stuff with all these options for megaprojects and whatnot is a bit much for me.

I'm sort of asking around and going "so, as a simpleminded fellow who thinks we need to tool up with some firepower, optionally big stompy murderbot firepower, who should I be voting for?"
 
Just Get A Room Already!
Chailai Chanthonwon could not get accustomed to the strangeness of the Guangchou people and so she spent most of her time away from them, hiking through the varied landscapes of her new home. It was a difficult time, getting used to new landscapes and plantlife, but for her the strangeness brought with it a certain excitement, as she was a botanist. Not officially qualified, of course; at least in her home country. That was never a realistic option for her. However her father had been a qualified botanist, deeply passionate about his work, loving to talk about it so much than he had even taken time to teach her. She had absorbed his lessons, drinking them in to the point she was able to bluff her way out of Thailand, away from her fathers killers and into a minor position at the Twin Sickles botanical research institute.

She settled down to rest, staring down into a deep valley and taking in the vista with a pleased sigh. Pristine, ancient forest as far as the eye could see... except, that wasn't quite the case, was it? In the far, misty distance, fields could be seen carved into forest. So far that the people and farm animals wandering their allotments seemed to her to be little dots. The distant, echoing rumble of land being gradually cleared as trees older than her great grandparents cracked and fell. Such a shame, though it was necessary. The people were hungry, and two meals a day was seen as an unimaginable luxury until only recently. Soon there would be more mouths looking for more meals and all of this valley would become terraced rice paddies, or grazing for goats. The trees and plants that gave no food would be destroyed, and in time, the landscape would become something strange and alien. No space for the greenery she loved so much.

Eventually she stood, and contemplated it all the way back to her shared house.

"What's that?" Xuwicha, one of her fellow Thai refugees asked, peering over her shoulder as she drew in her notebook. Inwardly, she sighed in annoyance as he was always overly interested in other peoples business, but to tell him to go away would be unhelpful, leading to him moping around as if his entire existence was woe. Painfully annoying.

"It's a drawing of one of the native flowers." She replied. And indeed it was, the leaf and petal structure bearing a striking resemblance to the Thai Frangipani, though the petals were strikingly different in colour, and roughly half the size, powder blue at the edges, and turning a shockingly vivid violet at the center.

"Ah, truly beautiful, much like the rest of this wonderful country. A flower to match the people."

Na Rong snorted in disdain from across the room. "Save the poetry for artists, Xuwicha. Do not forget why we are here. We may have been saved, but only because we are supposedly useful." He glared then, across at Chailai. "What then, out of curiosity, have you accomplished so far?"

To him, she was a fraud, someone who had taken a place from someone more deserving. To her, he was an arrogant braggart whos only claim to being useful was his professor being a physicist.

"A nutrient mix that seems to increase yields by .5% without increasing soil toxicity or damaging the water table." She snipped back.

"Hah, playing around the edges, always so worried about damaging your precious nature that you accomplish nothing worthwhile." He turned back to his books then, dismissive and self superior. She contemplated splitting his head open with the kitchen cleaver.

No, she'd never get away with it.

"Well, I think what you're doing is wonderful." Xuwicha opined "There's nothing wrong with preserving Nature. We're a part of the world after all."

He should have been a monk.

"It's a pity that we cannot grow plants in buildings, imagine how much nature would be saved if food was grown in large towers. You could even put them in the middle of cities, so there would be less travel and everything would be fresh."

Her pencil stopped mid stroke, as her imagination went into overdrive, only to smack right into reality. "It wouldn't work, there would not be enough sunlight, a lot of plants require wind to grow well, and pollination would be a nightmare."

"Well... what if you made the walls out of glass, and built in fans to provide the wind?" He defended, conveniently leaving out the pollination.

"And where would we get the power? Besides, even with glass walls, the floors and ceilings would get in the way if it was a tower, Plants need the sun to grow."

Na Rong couldn't help but butt in then. "Fool, call yourself a botanist, and yet you don't know that Andrei Famintsyn, the famed Russian Botanist, proved you could use artificial lights nearly a century ago to grow plants. As for the power, Nuclear Energy will soon be at the fingertips of the entire world, infinite energy, freely available. Even the pollination could be handled by introducing beehives. Combined with Aquaculture, and you would have fish, plants and honey, all harvestable from the same building."

Yeah, I kinda get it. It's just that parsing the details of plans and stuff with all these options for megaprojects and whatnot is a bit much for me.

I'm sort of asking around and going "so, as a simpleminded fellow who thinks we need to tool up with some firepower, optionally big stompy murderbot firepower, who should I be voting for?"

We're in the 'grow economy' part of the plan right now. The bonus from the plan focus only last for the first four turns, so it's better to front load all our cybernetic planning and industrial automation stuff.

I'm throwing the Raise IT Formation action so that the military doesn't go off on their own and do something dumb.
Honestly, were probably going to get The Bomb by next plan, so our military investments are probably best geared towards the export market. Like, our electronics are good enough that combined with industrial automation we could supply a LOT of missiles - ones that are equivalent to western designs, which would be a big boost to the communist and non-aligned nations.

Edit: @Darkandus, don't go for the vertical hydroponics. Vertical farms are a spook.
