I'd rather not go off half cocked on the IT reveal - our best bet RN would be to support Vietnamese ops while making sure China doesn't take offense at the whole thing.

The ITs aren't ready for prime time yet - we haven't even started manufacturing them yet.
Through at some point I definitely want to squeeze in designing a engineering mech that can also be used on the civilian side of things.
Realistically, no this is not the time to deploy ITs, narratively? If the Vietnamese efforts get bogged down or things otherwise go poorly I feel like narratively this would be the best time to reveal them. It just feels like the right time, I can't quite communicate why but that's what my trope senses are telling me, and the Iron Tigers will make a massive splash if we reveal them like this. Probably not a full deployment but a small loan of a squad or two of ITs and their operators to the Vietnamese could be excellent for PR for ITs. It might also make Vietnam want to buy ITs from us later. Disguising them as Vietnamese in origin could also help redirect suspicion from us.
I just start hearing This Music blasting when I think about deploying the ITs against the Khmer Rouge.

As for the manufacturing thing, I thought that raising an IT formation would also include beginning the manufacture of ITs?

We would still want to upgrade our ITs, but they are highly modular, we can design upgrades and roll them out as we figure out what we need from combat data.

For the personal, what's the point of being Great Glorious Comrade Leader of Democratic People's Republic of Free Guangchou if you're not going to be massively immoral and corrupt? You know what I'm talking about: smoking American cigars, reading Japanese manga, privately owning (and eating) a candy bar. Our sinfulness must eclipse all other communist dictators.

For the lover action, I'd like to see the family participate in whatever kind of religion Guangchou has. It'd be nice to see a little more of that aspect of the nation's culture.

I will vote for a plan that does that, even if it continues to skip Military Leg Day.

We're in the 'grow economy' part of the plan right now. The bonus from the plan focus only last for the first four turns, so it's better to front load all our cybernetic planning and industrial automation stuff.
Mechanically, this is optimal.

Storywise, it means that if we want to do anything about the Killing Fields that involves military muscle, we will find that our military has spent six years skipping leg day at our direct orders.

As far as I know we have an adequate military that's actually fairly professional? At least, that was picked at character creation. And, I don't really want to get bogged down in a land war in (South East) Asia, so for the purposes of commando raids in support of a larger Vietnamese invasion like OTL our military is sufficient.
Covertly deploying some Iron Tigers to gather field data is definitely an option tho.
 
Imagine if we militarily intervene and the dice declares that china fumbles and our army carries the whole thing.
The rest of the world would probably take that sheer luck as confirmation of what they suspected about the competence of our military.:V

Other than your wife designing a ruthless course of tests to bring out the best of the best within the candidates for both of your protection, you are pretty sure that the military at large has taken notice and altered the training of your spec-ops teams. You are just glad that you don't have to go through the gauntlet!

Some other reasons to deploy ITs against the Khmer Rouge once we've raised an IT formation.
Currently ITs have never seen combat use, we have only theories about how they perform and the optimal way to use them, the Vietnamese campaign against the Khmer Rouge offers a relatively low risk way to get experience with how to use ITs in combat, and information about what sort of upgrades and systems would be most useful for them. Plus it does so in a way which is relatively low profile but good for PR. I doubt the US has significant intelligence assets in the region, so they would likely just learn that ITs exist, and not much else. The PR effects and also the reveal of what Guangchou has been working on should get us some reputation to spend on various things.

Additionally, deploying a secret weapon like this should help get us a good relationship with Vietnam, and access to such a weapon would hopefully shorten the war, reducing loss of life on both sides.
