It's worth noting how highly mobile ship battles in Enterprise seem to be. Probably on a non-diegetic level is because the greater capability and lower cost of VFX made this easier, but it's really notable nonetheless.

The Enterprise has to dodge in and out of enemy fire quite frequently in battles, sometimes strafing foes as if it were a fighter craft. The canon NX-01 Enterprise also clearly has two impulse thrusters when you look at it in the clip above and other images. So I think that not our ship enough manoeuvrability would be a mistake and negatively impact its combat abilities and survivability.

At the end of the day, this is not our cheap workhorse combatant, this is our ambassador to the rest of the Alpha Quadrant. If it can't impress the Vulcans, Andorians and Tellarites, and survive battles with the Xindi and end up convincing some of them to work with us, then we're screwed. Agility seems so crucial to that mission that I don't think it makes sense to compromise it for a relatively small cost savings.

Where was the dodging? In that clip Enterprise mostly flies straight or in gentle sweeping arcs and just tanks the damage. While I agree this is our Flagship design, it's also the only real combat ship we have and I would like to be able to afford two per year and bulk up Starfleet.
 
Look, each engine costs 2 industry. That's the same cost as a single Phase Cannon.

And I don't know bout yall but I'd rather double up on engines, literally a 100% difference nevermind their superior positioning, over an extra gun.

Plus, in terms of future refits, it's a hell of a lot easier to add in some extra guns than it is to change where the engines go.
 
Make this NX-Class buff as hell. I can see this Hull being used up to the 2200s or even 2300s. The Hull looks great to allow for refits that as it moves on from the premier class of the fleet it can become the workhorse.

I want to make this as expensive as we can. We've saved up a bunch of Industry so far, so let's spend it on the most effective ship we can manage. We only get to build our first Enterprise once. (Ignoring time travel shenanigans.)
