I am somewhat skeptical of Ring Bind's ability to actually immobilize. Especially with how many of our enemies have super-strength.Ring Bind is more useful for keeping people from moving so that they can be blasted into unconsciousness. I can't help but expect that at some point we're going to need someone to sit still so we can shoot them or at least so someone else can handle them. I want Ragnarök as much as anyone, but I can't help but think Ring Bind will be helpful in a fight before Ragnarök will. And, then, well, we'll be able to get Ragnarök after the next fight anyway.

I do like the idea of a Blackout Enchanter. It fits the suggested theme, the state of being unconscious is sometimes referred to bring "blacked out", there's a certain amount of irony about someone whose powers revolve around technology having a name that refers to having no power...yes, I very much like it!

Yes, binds do block teleportation because the captured individual's limbs are actually locked in space. That said, it doesn't take much in the way of superstrength to break out, so be careful when applying to Butcher.

Nobody fights any of the Triumvirate unless they're either stupid or can actually take them, and are known the world over.
