Not really. Hookwolf was a killer. Lung wasn't really much better on the murder front.

Kill Orders are not there to protect heroic capes from making a dumb move that leaves them dead against a villain out of their league. It's not even strictly speaking a mandatory Birdcage offense, though it would be fairly easy to get the jury to send a hero killer to the Birdcage.
What protects Protectorate capes from being aggressively killed is the promise of disproportionate retribution.
Simply put, if doing this didn't get him a kill order, then the "no killing" rule becomes an obvious joke and villains have no reason to hold back from lethal force against heroes (even Wards).

A Kill Order is a court order. The requirement is that the subject poses a clear and present threat to anyone, anywhere, and as such, a lethal takedown is functionally self defense, because they're going to kill you anyway if they are in your vicinity. This guy isn't nearly aggressive enough for that. Standard cop killer rather than Jack Slash tier.
 
I'm for just straight-up killing the guy with bombardment spells. It's completely justified--the guy has already murdered heroes and even a Ward before, and he's picking this fight. Our powers make us perfect for this. Have Vista climb onto our back, shoot the gun-armed thugs with stun spells, and then fly up too high for Cadejo to reach us. Then hit him with bombardment spells.

They're teeth and claws. From dogs. Taylor's Barrier Jacket tanked a rifle round from point-blank. Combine that with barriers, and there is no way they could threaten her.
This alternate form is intangible except for its teeth and claws, which are sharper than natural.
Before you accuse someone of foul play, make sure you've read everything they've said.

Good point... but I feel it's wasting mana. Why go through all this when we only need three spells? Recursion Field once, TS once, Solar Wrath once. If three spells, two of which are pretty mana-intensive, doesn't take care of the problem, then we retreat.

I was gonna try and argue my point, but it's a fair cop, given Solar Wrath's capable of non-lethal take down.

On the one hand, I can't help but feel like it's this kind of thinking that got two Protectorate heroes and a Ward murdered the fuck to death. On the other hand... as long as we stay out of his reach and let Vista handle the bullets, we should be okay? On the gripping hand... man, fuck this guy. He's murdered KIDS. If anyone deserves a cleansing solar assault, it's him.

The flight spell can handle the extra weight no problem. It's your arms that'll get tired.

Except it IS a joke in canon. The whole thing about independents lasting 6 months after their debut? That isn't because they decide to hang up their masks. What protects Protectorate capes is that they have a lot more capes than anybody else does to call on if shit REALLY hits the fan. Most gangs would prefer not to push so hard that they get a visit from Alexandria. Others, like Lung and Cadejo, are strong enough or have a tricky enough power that they don't care.
Dogs can't climb, nor can they jump nearly high enough. What, do his dogs fly? Do they just ignore gravity? I'm calling bullshit on this one.
If you bothered to read the question I was answering, I already said they can't fly. And you're talking about a man turning into intangible dogs. Is it really the CLIMBING you want to call bullshit on?

About temporal sludge, wasn't it mentioned that we could layer spells in the effect? Why not instead of just firing solar wrath, we also launch as many friendship lasers as possible for extra overkill?
