Guys might I suggest that we make use of the spell that is perfect for this situation, Temporal Sludge. Couple that with Vista to warp the space so that he remains in the time distortion for longer we could trap this guy.
 
Hey, we knew they were going to be here. And like I've said before, they've tangled with Los Zetas. You don't take on Mexico's biggest, baddest cartel run by ex-soldier terrorists by being nice.
Besides, we have Recursion field and flight. Unless the pack has Crusader-like flight, which by that lack of critical detail being mentioned looks like not, we're the worst matchup for him. If we're smart, He can't touch us.

OK, that's a good point. Recursion field Isolates him, Temporal Sludge holds him down, Solar Wrath puts the dog down.
 
So for a rough sequence of what we should do here is my idea
  1. Immediately drop a Temporal Sludge on Cadejo, tell Vista to use her power to keep him in there.
  2. Drop a Recursion Field.
  3. Solar Wrath him in the Face.
That's the basic idea at least.

... why put Temporal Sludge first? He can't outrun Recursion field, its AOE is too big. TS is more useful as a pinning tool for Solar Wrath. And the sooner we eliminate his mooks with ARs, the less our Barrier Jacket gets damaged and the less chance Missy eats a stray shot.

No, but when he splits up, he's intangible. Which means Solar Wrath would go right through him. If we're gonna nuke him (which I'm not sold on), we have to make sure he doesn't get a chance to use his power.
Plus even if he does use it we at the very least stop the dogs from spreading out so that when the Solar Wrath hits we'd at the very least be able to destroy their teeth and claws.

... that has nothing to do with Recursion Field or Temporal Sludge. He can get trapped in Recursion Field, and TS just makes him slower. Neither of these prevent him from using his power. If you are so convinced we can't damage him, then you should be advocating a speedy retreat.
He can't escape it but that doesn't mean he can't escape us long enough for us to have to drop the field.

Look, we hit him with recursion field, then TS. We've not standing around changing ominously for half a minute when we cast, it's BAM!BAM!, that quick. There's no time for him to scatter before TS hits.

Shouldn't this guy have a kill order?
Considering how rare kill orders are in canon, no. It takes a special kind of crime to get you one of those. "Just" murder won't do it.
He's killed a Ward and the Protectorate didn't drop on him like the fist of an angry god? That was a mistake on their parts.
They tried, but how do you beat someone when he can hurt you but you can't hurt him?
Can our Barrier Jacket and/or Strong Shield spell defend against his teeth and claws?
They can defend you, certainly, but keep in mind that they aren't perfect and unbeatable. I've shown that in-story more than once.
Not sure what the wince was for. Taylor doesn't know that Sophia was SS, and Missy doesn't dislike Taylor like she does Sophia.
How large is that pack anyway?
5 or 6. He can make more, but they get disproportionally smaller and weaker.

Nah, wasn't suggesting they were unbeatable, just that we have a measure of protection in case we either screw up or Cadejo pulls a fast one on us.

Okay, how likely is one to get in trouble for killing someone who deliberately kills others?
Just a note that Solar Wrath is defaulted to Non-Lethal atm.
 
I don't think there is a non-lethal option for Solar Wrath.

I'm leaning in that direction, but frankly, all these options feel like traps to me. Using Vista as bait is obviously a stupid idea, attacking him seems foolhardy, running away runs the risk of him attacking us when our backs are turned, and they have enough people that I'm not certain we could pull off being a diversion.

Furthermore, I don't know enough about this guy's temperament. Is he more or less likely to go after us if we just run? Is he a blood knight or a pragmatic crime lord?

...even so, our skills do seem best suited for a speedy escape, given our flight and Vista's space warping. I don't expect this to win (the lure of shinies is too much for SV to resist), but I think I will cast my vote for a speedy escape.

How hard/slow can it be to set it for lethal?
From a character perspective? Very quickly and easily. From a player perspective?
Adept: You know a spell well enough that you can modify it on the fly. Attack spells can be used without worrying about killing the target, and utility abilities become more effective or faster to cast. You can still attack with lethal force if you so choose, but this must be explicitly stated in the vote.

Furthermore, I don't know enough about this guy's temperament.

I plan to write [MS-13] as the worst of the ABB but run by Hookwolf
