Because you can't use your powers without revealing that you're a 'parahuman', so you can't do it with the excuse used in-chapter, and you wouldn't be allowed to do that in costume because hospital administrators have this weird hangup about people using supernatural and generally destructive powers around their multi-million dollar machines.

And also that barring extensive testing, it's hard to notice minor secondary power effects like small electromagnetic pulses or localized physics alterations. The vicinity of a hospital's most expensive and electromagnetically sensitive single piece of electronic equipment is not a preferred way to discover that.

Well Miss Militia is there, and it's well known by now that we have a very good friendship with Vista. So she would more than likely vouch for us in the event that we decide to patrol with Vista, and it actually helps Missy out to have a familiar face that not only takes her seriously as a hero, but values her as a friend and understands how she feels after being in that hellish Endbringer battle.
The Protectorate is meant to foster good relationships between Independents and PRT affiliate Capes when they don't wish to join, and it's not like Dragon won't tell them at least a little bit of what's going on so they don't get unnecessarily suspicious.
Not sure where you're getting the whole pervert thing though. Kinda reaching there, imo.
