What sort of tone should I shoot for with this Quest?

I noticed he left the hospital's attackers for us to secure. Is he also doing that where there isn't anyone to clean up after him?
I can't talk too much about this but I will say that Superman doesn't really have the ability to clean up after himself in this current crisis. He's trying to save as many lives as possible and remove as many Intergang members from play as possible as well and he doesn't have a convenient disposal space for things that's not literally in the north pole and would take a while to get to.

He will be making mistakes and wrong choices though even if they are not from a place of malice or ill will. And Superman's screw-ups will inevitably infuriate Lex (and hopefully you guys) due to you being able to see exactly where and how you could have done so much better and a lot of people not calling him out on it at the start of his career.
 
I've got a idea. We make a program on Oz entirely based on bashing Superman. Let's call it Superman Watch.
We already have a News Channel. We can just have a News Segment dedicated to analysing Superman's actions.

We thank him for saving the lives of [Insert ALL the Names Here] and remind him every episode to "Work With The System" and then nail him to the wall with very very critical After Action Report of his mistakes and wrong choices with the benefit of hindsight. And at the end of every episode we ask the rhetorical question of "Who is he accountable to & why can't anyone sue him?"

That's actually a pretty good idea. It will also be a great way to screw with him. Maybe we should make it next turn?

No. Next turn we start the Documentation, shows need preptime.

Of course in the event where Superman is sucessfully sued/convicted and is sentanced to do X hours of community service, we may need to suggest to the Judge that Superman needs to wear an ugly bright luminous vest over his suit during his service.

We don't want to be unsubtle. Superman is going to be very popular at first, and attacking him in the media without undermining his popularity may backfire on us.
Which is why I suggested proper documentation for EVERYTHING, eyewitness reports, tactical analysis, damages, injuries etc on all his activities from now on.

We launch the show in 1 year to this date as special "Gotham Metropolis Insider" hopefully hosted by Jack Ryder (a hard hitting unbiased reporter).

Basically public After action reports for superman, I like it. I also want to go into Insurance for Act of Superheroism so that we have cover for our dislike of Superheroes, basically have reputation as someone forcing Superheroes to behave responsibly. Rather than anti superhero crank.

What about a non news television show about the collateral damage of unchecked superheroic fights based on the lives of ordinary people ie The Boys. To prime viewers for any other anti super propaganda we produce.

Oh no. We just produce anti-Superman propaganda we celebrate Flash, ignore Batman and stab at Supes with what he cannot deny Truth.
 
I say DEPLATFORM Superman for as long as possible. Maybe he'll be content with being a silent, invisible hero for now. For any comments of employees to the press: "Oh, I don't know, it was all a blur, I'm not sure what it was all about". If the press comes to Lex himself or to Marie, saying that they've gotten reports from citizens that identified the blur as a man, go for something like: "We at LexCorp have our own findings regarding that mystery man's identity, and are working with the authorities on how to handle this matter." Bluff to appear more-in-the-know than LexCorp actually is.

Also, since Clark was under watch inside LexCorp Tower, was he able to use his super-vision to see something shady that he can leak to Lois / publish himself?
 
OK. Overall strategy as I draft the plan.

--[] Massed attack on Bruno Mannheim's mecha. Send Mari, send Roxy, send long range aerial drone strikes, send lots of Serial Peacemakers.
--[] Draw down forces from Metropolis General and Suicide Slums. Leave Katherine Kane in Suicide Slums for now and coordinate firefighting efforts
---[] Hit from many angles and with a variety of different weapons, using our forces' flight capability to stay on the move and avoid digging into concentrated positions that would be easy targets for the chest laser.
---[] Roxy and the Serial Peacemakers can carry kryptonite bombs. Use them as appropriate. Plant them in his path and detonate them by remote control. If possible, try to fly directly up to the mecha and attach them to it using magnets or cable loop. Airdropping them from above is a last resort because of portals.
--[] Have Dr. Lincoln and Dr. Snow shut down the malfunctioning Cold Engine, protected by assorted security assets within LexCorp. Use all feasible available assets to hunt for the intruder, exploiting some of the building's more exotic internal security to make life difficult even for an invisible assailant. Yeah, that was a part of it. It's way to complicated too list as an overall strategy thing; dealing with the Cold Engine and sabotage gets its own section.

Except I'm not actually sure Cassandra can help. She's very dangerous in combat and alert to her surroundings, but she's still reliant on sight and hearing. Blindspot pretty well nullifies both of those advantages. Can someone explain to me what Cassandra's actually supposed to do? I definitely don't want to send her out into the corridors and risk her getting ganked by Blindspot when she doesn't even realize he's there.
