Yes, that doesn't do anything if they have strong enough martial to just raid your supply lines with near impunity, push through to kill your magic users and so on. Diplomacy gets us allies which have their own heroes, possibly even a martial one if we can ally with the boarfolk. Magic and technology are well known force multipliers, better logistics through administration are a strong advantage, etc etc.
And while their hero is leading a raid, your allies are attacking another flank, or your new technology allows you to win despite their genius, or your magic user can see them coming, or whatever. It is a bit of both.@Oshha is this more of a general discontent reduction or does it reduce Stability/Legitimacy losses when we make unpopular decisions?
@Andres110 I'm not sure how it works with the new system but historically Main expand econ provided no temp econ, and indeed cost -1 or -2 I think, in exchange for expanding permanent econ by 1.
As already mentioned, the Main action used cost Temp Econ in exchange for Econ and your Legacies have improved the action as so that you can now get Temp Econ with the Main action.

I think there is a very strong chance that the ??? in the barbarian choice is formalising the duty of a Vassal to the Arthwyd when it comes to wars, at least defencive ones. Its logical for the Arthwyd to realise that vassals obeying their overlords in war without the overlords having to run around an empire mustering support first would be very convenient for them.

In that case I still think running around gathering support now is useful in setting a precedent for the future. Should we survive intact.If Evatine does any long term reforms, it will only be after the Epic Age is over and she has survived it. Nothing in the current set of choices is going to result in long term stuff. The longest lasting stuff might be for a lifetime, but for the most part, it will be the rest of the generation or the next few years.
