There is no reason we need to counter Martial with Martial.
Diplomacy gets us allies which have their own heroes, possibly even a martial one if we can ally with the boarfolk. Magic and technology are well known force multipliers, better logistics through administration are a strong advantage, etc etc.

Yes, that doesn't do anything if they have strong enough martial to just raid your supply lines with near impunity, push through to kill your magic users and so on. Point is, we need that martial otherwise we'll be throwing half our army into a slaughter at least.

And while their hero is leading a raid, your allies are attacking another flank, or your new technology allows you to win despite their genius, or your magic user can see them coming, or whatever. This is nonsense logic, you are declaring that only a martial hero can counter a martial hero and any attempt to do otherwise will always be a losing proposition based on nothing more than that's what you declare will happen.
 
No matter what Martial the cadlon has, fighting a Great Power with only half your army is a terrible idea, as is getting into a completely avoidable war with an entirely different Great Power. People need to vote for reaching out to the Boarfolk Warlord.

They are natural innovators and are good at coming up with new ideas/technology like Archimedes or Cai Lun or Leonardo da Vinci.

As already mentioned, the Main action used cost Temp Econ in exchange for Econ and your Legacies have improved the action as so that you can now get Temp Econ with the Main action.

It could, but not especially. You would have a higher chance of innovations from a Tech Hero, but there is no reason why those innovations would be military in nature rather than in other areas so while the chance of military innovations is higher thanks to a Tech Hero, that is due to all chances of innovations being higher.

I think there is a very strong chance that the ??? in the barbarian choice is formalising the duty of a Vassal to the Arthwyd when it comes to wars, at least defencive ones. Its logical for the Arthwyd to realise that vassals obeying their overlords in war without the overlords having to run around an empire mustering support first would be very convenient for them.

If Evatine does any long term reforms, it will only be after the Epic Age is over and she has survived it. Nothing in the current set of choices is going to result in long term stuff. The longest lasting stuff might be for a lifetime, but for the most part, it will be the rest of the generation or the next few years.

In that case I still think running around gathering support now is useful in setting a precedent for the future. Should we survive intact.

If we vote to reach out to our vassals and the nomads then a diplomatic genius will get the most out of our barbarian vassals who can throw out a relatively large number of fighters due to not focusing on elite troops like the Arthwyd do and have the highest chance of gaining the respect of the Boarfolk hero before the war starts.

I'm willing to consider other options, but for now this seems to be the best combo of the winning options.
Supercharging Diplo in order to rally the vassals and entice the Boarfolk to war, since let's be honest. The Arthwyd aren't going to be able to defeat the Nersondour alone, even if they have an opposing genius martial. Our military is too far behind, and even a genius can't create an entire generation of warriors following an entirely new doctrine of war within a few years.
