I find it interesting how to the Arthwyd becoming civilized requires that the priesthood becomes the dominate power, even when it's a different religion whom they've fought against.

It isn't required per say, but the Arthwyd consider a powerful, centralised priesthood to be necessary to enforce the required steps for proper civilisation.

The motives behind the Forluc was quite clear. The Catfolk was their source of honey and after establishing it as their valuable trade good to sell to the Arthwyd, they didn't want to risk their supply line being lost.
Traderists (7/10) = Goals: Thriving trade networks, Mood: Upset, Ability: Wealth+ per 1 Faction Power, Objective: Restore the Honey Trade in 3 Turns, Success/Failure: -/-1 Stability
Thurezea>Hamefordysh if we want to re-establish the Honey Trade.

Also, do we really want to push the notion that a larger military is a pure expression of Arthwyd culture?

Main Sacred Warriors is a bad idea. We have other things we need to do, temp martial will go back up on its own so long as we don't use it, and we want to weaken the Purists, not empower them. The GM warned about spending more temp martial than we make and the best response to that right now is simply to let it recover on its own through temp stat regeneration without spending any.

With the reward from the temp econ reward from the Internalists, this spends no more temp econ than we gain, allowing our temp econ regeneration to increase our level of temp econ.

We've got another Stability hit incoming from a failed faction quest so we should do that Venerate. Building a wall will ensure the completion of the Monarchists quest through passives. The aqueduct's cost is getting partially refunded and will keep one of the factions happy with us, which is good because a bunch of the factions are currently upset with us. The Explorists quest is valuable enough to complete it and we don't want yet more stability loss from failing the Traders quest.

Don't vote for Sec Train Sacred Warriors. Vote for Sec Build Wall (Greenbay) instead. Our temp martial will recover on its own so long as we don't spend it, but the Monarchists quest won't finish on time unless we manually build a wall. Completing that quest is quite important. The penalty is -1 Legitimacy, they're already mad at us and we don't want to make them even angrier, and they're one of the factions we want to empower as much as possible.

Faction quests demand 3 Libraries, 3 Mines, 5 Walls, 1 Aqueduct. Total of 12 pieces of Infrastructure.
Venerate gives us 1 Library.
Manually building 1 aqueduct is currently leading.

Still need to build 2 Libraries, 3 Mines, 5 Walls.
6 Infrastructure Passives, 2 provinces with settlements that lack Small Walls. 50% chance of Pioneering Values opening a third slot in Western Rock River.
The plausible unfavourable outcome is that of our Infrastructure Passives prioritizing the Libraries and Mines over the walls, which would net us 1 Small Wall this turn from Infrastructure, forcing us to build 4 Walls next turn for the Monarchist quest.
This would require us to either MAIN Wall 1-2 times next turn or further settle one of our non-Greenbay provinces that already have 6 Small Stone Walls. Which is a large investment.

Alternatively, we could hope that the combined will of the Monarchists, Localists and Militarists(and maybe some distrust towards the Caradysh) will overrule either the Pacifists or Conservatives, causing our Infrastructure Passives to prioritize Walls over either Mines or Libraries.
