Actually, by the terms of the match he did win. She had to have taken Impeller damage blocking that, even for Anna.He agrees with the Simulator. Despite how far he pushed himself Koujirou knows he didn't win. He didn't hit her and he didn't even, as far as we know, damage her.
So it's really just Anna going "Wow. You've really impressed me so I'll let you have that win." when in reality she was very much the winner.
