How 'bout we just let people indulge their Fashion Souls with how they build their Frames? You could easily follow the Durga aesthetic, but there would be other non-canon frame styles available to muddy the waters.

Edit: Something like the different frames in the Soulslike game The Surge.
You could make it so that the Durga mode is one of several potential endgame builds that are not particularly customizable in terms of look, but has a particular gimmick that makes it notable (if hard to play). I'd suggest making the 'optimal' end point of a sensor focused kite build.
(For additional values, maybe make it so that lookalikes to the other non-customizable end point builds show up in the anime as recognizable Valks, but with slight differences, while Durga is portrayed identically).
 
Always online DRM?

It's almost as bad as microtransactions these days when it comes to pissing off your customers. And understandably so; unless you are dealing with an MMO or other always online coop/competitive game and advertise as such people are going to be very annoyed by it.
That explains it. Everything I pay any attention to at all is online only. Except Touhou, I guess.

Edit: I was using running as an example more then anything, and the idea that she can get over not groking it is sort of the idea behind it being something the viewers can see that relates to the more intangible internal character changes.
