Ultimately, you shouldn't focus much on it. Focusing on architecture will bog you down with a lot of research that doesn't answer your questions. Maybe make the questers build them and just leave it in the background afterwards? Heck, it's the owner's responsibility to keep those clean, not the builder's.
But why did you decide to make it a quest? I'm... not really sure it would work out well. We know what's going to happen; Anna's terribly depressing background. It doesn't seem like an appealing premise that would draw in questers; they usually aim for good ends, not breaking the main character. It just seems like something that would require a lot of GM railroading.

Since Anna doesn't skimp on doing things, it'll probably be one of the better ones; she's in the future, they ought to have a good design available.Some systems require pumping every few years or sooner, while others may be able to go 10–20 years between pumpings. An older system with an undersize tank that is being used by a large family will require much more frequent pumping than a new system used by only a few people.
