Well, if he means 雷帝 , by using the 'on' reading for each character as it's used as a title/name the usual rule of thumb works out for it to be pronounced Raitei.
"Rai" + "Tei" = Raitei as it is a compound name to mean Lightning Emperor.
But then again my worst skill is trying to figure out how to properly romanjizie Names/Titles unless the author puts em in kana's for me. So mileage may vary.
