Infra and LCI are the two areas we'll be throwing a lot of free dice at, so I'm fine with either of these winning. HI would be nice but we're getting two more dice in it next turn anyway and resource limitations make it unlikely to be useful.

Close choice between Gorbachev's legal focus and Krylov's service economy transition, but I'm worried that Krylov will lead to the price of labor getting too high too fast and cause major problems for us. Plus, y'know, name recognition and all that is fun.

You said "overseas" it doesn't matter where it is. It doesn't have to be China. Even India is not terrible choice even though they are in our sphere. There is many choice like SEA, they'll go where they want.

USA will put tarriff to protect their industry? It doesn't matter India and China will outcompete USA outside of USA. Then USA's industry will have limited pool of consumers.

So either they sink within USA or swim to land of cheap labor.
Who is to say that will be the case though? We have been pushing worker safety, and improving conditions in our sphere of influence. So the dirt cheap child labor sweat shop might not be a thing. Plus all those things will make the cost of labor go up which further reduces the chances.

We are actually economically outcompeting USA in some places right now which OTL Soviet Union never managed to do (i think)
Japan will in a decade or two
Then China afterwards (earlier even)
Finally India.

USA will never has a chance to breath

Then why would those countries try and attract American companies then? It seems to me that they wouldn't have an incentive to do so.
Those countries just need not to block their investments duh, they don't even need "encourage" companies to invest, build factory, use cheap labor and reap profits.

Again its either US company leave and reap profits or stagnate within USA.

That implies that the USA will be stagnant and they aren't they are in fact a very active country. We aren't the only movers or shakers in the world other countries have their own plans.

Besides how cheap would that labor really be? Again as mentioned improving worker conditions has been a major thing in our sphere of influence from what I understand so it might not even be that cheap.

Again we don't control China and no amount of labor laws is not gonna change the fact their labor is literally free.

I think you have misconceptions about "company moving overseas" they don't actually leave per se, more like invest in other country and then reap profits while factories within USA get outcompeted and close. If USA somehow bans investment outside means you remove USA getting profits while factories still go under anyway!

Improving working conditions is something that has only recently started to become a big deal in the USSR itself, we have essentially zero control over what China, India, Indonesia etc. are doing. Asia and Africa are absolutely going to eat up manufacturing through the power of shitty wages starting in another decade or two, we just have to hope that our economy gets eaten slower than we can do education and shift activity to other sectors.

People want to help the rurals, but they don't want to do anything that'd actually help the rurals, only give more power to kulaks to fuck over the economy.
