Are you sure about the agronomy institutes? I get the sense that having those is going to be pretty important to doing good projects that will have good effects on reforming agriculture to hit our target.My justification is pretty simple: Completing a second oil project is going to give us much greater returns than a single dice on water a turn earlier, or agronomy institutes kicking in a year sooner. The extra 40R should easily pay off as soon as next turn.

Not really sure about what to vote for yet. So many important reforms and so little political capital.
With regards to the space program, I am not super keen to cut the Venera funding - the OTL Venera program was a total tour de force and the TTL Soviet Union can do all that and more. Also, the technology needed for a lander on the Venusian surface will be quite useful for chemical industry which also involve keeping high temperatures and pressures from destroying electronics, only in chemical industry the pressures and temperatures are inside, not outside the pressure shell and the electronics are gathering information to more precisely control the reaction.
On the other hand, the manned program could make good use of the added resources so cancelling Venera wouldn't be terrible either. I just don't think it would be the ideal use of resources.

It has some minor errors, but in general it is a pretty good overview of the Soviet side of the early space race, especially on a systemic level. Plus, after our failure in the moon race, it was pretty comforting to me how many historic problems we avoided.

The manned program is on hold this plan thanks to our vote after cancelling the moonshot so I don't think we can transfer Venera funding to it.

Did information from the venus probes of OTL get transferred to industry, or otherwise hit on developments industry made later?

At least we got a lot of fantastic data from the flying shoe and as such the engineers should have a good idea of all the challenges one would really have to face for a full recoverable program. So we're well ahead there.And even the manned program is probably ahead, though maybe not for long with our current hyper-probe focus.
