I am coming around to the Drill Baby Drill plan, it doesn't do garbo but I like how it focuses on getting profitable stuff up-front, and takes the coin flip on the truck plant with how expensive HI dice are.

Are you sure about the agronomy institutes? I get the sense that having those is going to be pretty important to doing good projects that will have good effects on reforming agriculture to hit our target.
Litvinov is my hero. A fitting monument to his greatness IMO.
Not really sure about what to vote for yet. So many important reforms and so little political capital.
With regards to the space program, I am not super keen to cut the Venera funding - the OTL Venera program was a total tour de force and the TTL Soviet Union can do all that and more. Also, the technology needed for a lander on the Venusian surface will be quite useful for chemical industry which also involve keeping high temperatures and pressures from destroying electronics, only in chemical industry the pressures and temperatures are inside, not outside the pressure shell and the electronics are gathering information to more precisely control the reaction.
On the other hand, the manned program could make good use of the added resources so cancelling Venera wouldn't be terrible either. I just don't think it would be the ideal use of resources.

It has some minor errors, but in general it is a pretty good overview of the Soviet side of the early space race, especially on a systemic level. Plus, after our failure in the moon race, it was pretty comforting to me how many historic problems we avoided.

I have some cranky things to say about CK2 quests, but I'll hold my tongue. "no real world use found for central planning" oof that's a burn.Made that "stop doing" meme for the planquest format lol
The manned program is on hold this plan thanks to our vote after cancelling the moonshot so I don't think we can transfer Venera funding to it. We'll probably get one more launch this plan, we'll see how that goes. If the engineers fail to make adaptations for the Venusian atmosphere, might as well drop it in the 9th plan.
Did information from the venus probes of OTL get transferred to industry, or otherwise hit on developments industry made later?

It is usefull to achieve a rapid industralization, and a lot of steel and military equipment production.
And that's it, basically. You are sacrificing opportunities to achieve a goal or a small amount of them, hoping once those are achieved things would be smooth.

Also, we do have a manned program, it's just currently the cut-down VA capsule, the left-overs from previous manned capsules and the start of Intercosmos.
I believe they did, but I can't remember where I read that and it sounds wrong to me, given the general problems with excessive secrecy in the Soviet system, so I suspect I am mis-remembering.
However, last year Klim established a program to transfer space program tech to the civilian economy. So pursuing Venera further for us would have a useful spin-offs.
The OTL Soviet Union took risks to maintain the unexpected propaganda "lead" after Sputnik and often launched missions before they were fully prepared resulting in beating the Americans to things, only for the Americans to launch something far more capable some months later which in turn lead to the Soviets losing ground in the larger race.
Sophisticated probes and manned programs like the moon program and the space station program don't work well if they are being rushed out the door to hit political anniversaries or to beat the other guy.
And while our program hasn't enjoyed as many big firsts as the OTL Soviets, our more capability-oriented program together with the larger resources we put into the probe programs has resulted in a very strong performance compared to the OTL Soviet program.
And even the manned program is probably ahead, though maybe not for long with our current hyper-probe focus.

At least we got a lot of fantastic data from the flying shoe and as such the engineers should have a good idea of all the challenges one would really have to face for a full recoverable program. So we're well ahead there.
