I agree that getting another woman, non-STEMlord and ally in the LCI seat is good, but would rather take the more cautious option on ministry promotions rather than fighting for our line on both issues. Aggressive promotion of allies would be costly and not our strength, while the students would do little to solidify Klimenko and I don't think we're behind on getting new blood in.

Ilya Pavlovich Shulyakov is the most experienced and with Klimenko being so new at his position I think we need some people who do know what they're doing

There are good reasons to vote for him, especially with that favor. But do keep in mind that this is vote is for deputy. Putting in someone that is not as experienced is much less of an issue when the Department itself is headed by someone who is (in this case Biryukov).

To be honest, I find student promotions to be more palatable simply because with them we can be kinda sure they're not involved in corruption - there wasn't time for them to engage in it.
 
What Klimenko needs most of all is people who can help him do a difficult job.
Our job this plan is keeping our seat and reforming agriculture, though, and neither of those are particularly helped by moving our ally into the LCI sector after one year on the job, in my opinion. Sure, social skills have their benefits - though I doubt they would be all that drastic, myself - but whatever their impact, it would not be felt where it's necessary. We're already spending a bit of our political capital on an unrelated fight with Cadre Programs, I really don't think we have the leeway to start running after more hares this early in the plan.

A favour from one of the leading SupSov factions, on the other hand, would be very helpful for both of these goals. I think keeping our eyes on the prize is necessary here.

Could go for either of these, more girlboss political puppets named Lidia or a favor from our boss both sound acceptable. I don't think Kosygin's guy is a smart play though, Kos is winding down his career and also has less pull where we need the most help.

Edit: Decided to consolidate around Abramov's Man, we could really use a personal favor from a major Supreme Soviet leader to cash in on passing agricultural reforms. Really don't want to lose sight of the ball here, our political priority has to be getting Ag unfucked because that's what our whole FYP strategy is built around.

Also that's damn near the ideal outcome for a protest. Again if you compare this to the average civil rights march from earlier in the decade we have a lot of restraint.

Uff. Yeah, no kidding. Heck, the OTL USA saw a protest by mostly white middle class students at Kent State being shot at in 1970, and this is the USSR in 1966...

Personally i don't see what Kos could offer us with a favour other than a loan as his main power base is the minfin and any loan we are going to take now is going to make a loan if we want one (i do) for the next plan that much harder to get. I get the appeal for the Smolensk minister but she has zero credentials for this other than Klim liking her so IMO we might as well pick someone competent in part of this field and get a favour with Abramov that we could use for something like a comprehensive rural reform (the thing people seem to want to do).

Actually asking people what kinds of consumer goods they want is seriously revolutionary, so I wouldn't underestimate Lykova.

Well yes. We've been given lots of information about how tenuous Klimenko's position is. He may well be a one-plan minister, so I don't think we should plan on building up a Voz-style patronage network. Going with the Smolensk candidate because she is an ally would be choosing her for the wrong reason is my point. The best allies are the people who help Klimenko deliver the plan, regardless of their political connections.

I think a deputy minister who asks "what kinds of consumer goods do people want" will be good for profitability, and thus for Klimenko's rural reform push.

But, for example, I am considering switching my vote to Kosygin's man because maybe more plastic do-dads is a faster path to politically desirable profits.

Would say that going with Abramov's Man be a better option than Kosygin's Man if only because the department head and deputy monofocusing on petrochemicals isn't optimal in my eyes.
