if per IRL, yes. In 1914, the Tsar's vodka monopoly was around 30% of the government's revenue. The Soviets had a brief run-in with Prohibition, but that worked out about as well as you can imagine. By the mid 20s, the Vodka monopoly was back again in brand new Bolshevik colours.

It's not just "humane treatment", it's also cost-efficiency.

If we had a famine going on, then we could have slashed the rations to the bone. Now, though, we have a food surplus, and are going to increase amount of such surplus.
Meanwhile, many of these inmates are in for a long haul of 10+ years behind bars, and they do get experience doing the job. Thoughtlessly expending them just to save a bit more grain is not effective, as it means less work done overall with initial savings being fairly marginal (when compared to amount of profit that has been missed due to cost-cutting).

The Soviet model truly shows the communist method's victories, as they are a nation that exports constantly and trades with the world. Is industrializing faster than any power which came before. Given the current production rate increases, they will overtake the production of the capitalists encouraging other nations to pick up the torch of fraternity and brotherhood. The need for resources to fulfill the plan is immense, and requesting the 30% share of the GNP is needed to ensure the plan's success. While this is not a popular measure, a considerable amount more funding will be available to fulfill the plan's targets. (-25 Party Support if completed, DC 40)

This would be a new requirement for minimal standards in the department, with degrees now being required for new middle management hires. []Encourage the Formation of Female Cadres: With the current need for additional labor reaching a critical point, it would make sense to encourage multiple female cadres of factory workers to form to allocate more labor to other industrial enterprises. These would necessarily pull a multitude of women from their homes. Still, the need for additional factory labor is significant enough that such a change is necessary to maintain the break-neck pace of industrialization. (-5 Party Support if completed, DC 40)

Ah, yes. You did ask for that didn't you, but you were thinking more along the lines of plain reports with numbers rather than this. Still, it was effective, and there was no point punishing a worker for a job well done.

So, since we are now - while not entirely comfortable - no longer desperate in any particular sector... We can afford to do a little bit of weird stuff if we want.

My tentative plan:

[]Refurbishment of the Trans-Siberian Main Line: (20 Resources per dice (0/300))
4 dice. We still need more rail capacity and this is considered a priority, the last major rail upgrade aside from diesel.
[]Power Line Construction(Stage 1): (15 Resources per dice (126/150))
1 die. Complete this stage of the power distribution network hopefully.
[]Magnitogorsk Planned City(Stage 3): (20 Resources per dice (56/300))
4 dice, 1 free die. MORE STEEL. MORE. THERE IS STILL A SHORTAGE OF THIS VITAL METAL, THE BONES OF THE WORKER'S INDUSTRIAL REVOLUTION!
[]Zlatoust Planned City(Stage 3): (15 Resources per dice (39/250))
2 dice. We should continue the exotic metal production plant as well, though I think it is less of a priority. I don't dump 6 into Magnitogorsk because it's a bit more expensive and I think crash programs have negative side-effects. It's somewhat likely neither will get to stage 3 this turn but they'll be that much closer for the next turn.

3 free dice, 2 dice. Rational economic development for the good of all workers is guided by education and science! Dumping all the bureaucracy and remaining free dice here because might as well, I don't think women's cadres needs to be taken until we gain some more party support, this takes us down to 50 which is 'neutral'.

@Blackstar how are we doing on our 5-year-plan goals? WAIT NEVERMIND I saw the informational post.

I'd still call us desperate in Heavy Industry, we're still behind the MFPG target and we're still in a steel shortage before we even touch any of the rail expansions or anything. I think another turn of heavy industrial investment is extremely important to secure our future income but the fact that we're only behind instead of massively behind the MFPG target makes me maybe want to go scrounge up the resources to lay the Gorky foundation this summer or something as a long-term investment instead of crashing 10 dice into Magnitogorsk/Zlatoust
 
Magnitogorsk/Zlatoust are M in MFPG though, they're contributing to the target there.
