Foreign Policy Overview: June 1939
A moderately sized battle has begun as multiple small scale harassing actions have been undertaken in a region near Mongolia. So far, the casualties have been relatively low as harassing forces have continued to harras each other. Still, with the developing pace of operations, many air and armored units are being transported to the region. While the battle will likely be won against the under-equipped Japanese army, the degree of victory will determine the number of claims that can be enforced.
The German occupation of the rest of the invaded lands of Chekoslovakia has concluded.. With the so-called allied powers continuing to be utterly powerless about the situation. While the events there is just a portent of what is likely to come, this has demonstrated that the democracies are either unwilling or unable to act. This unwillingness to act can best be utilized through many new diplomatic opportunities, as clearly the leaders in the West have lost their nerve.
In terms of news in Europe broadly, the British have guaranteed the independence of Poland. A declaration that, given previous experience, should not be believed in the slightest. Still, while broad-scale moves are currently impossible, the formation of connections with the powers around the Union must be exploited to ensure that too much territory does not go to the Germans. I would recommend a general mobilization of troops on the border of the Baltic states and of Poland to ensure that land does not unduly go into German hands.
In the northern approaches of Europe, territorial negotiations with the Fins are currently going decently well. This may result in a treaty to peacefully secure the territory needed to protect Leningrad. While there are many concessions and arguments in the treaty itself, it should be passable as long as relations are maintained. On the other hand, the Nordic armies are small, and in the case that Finland refuses alternative action must be pursued.

While such an effort would be a massive arduous undertaking, progress will allow an enormous leap forward in the workers' comfort and quality of life. []Expand Western Rail Networks: With the current state of rail all over the Union, a general expansion would be prudent to ensure that every one of the small lines fully links into towns and factories. These new lines will significantly ease the areas of densest traffic on the network and will allow a steady stream of goods to flow all over the region. Still, such an effort will be a relatively large undertaking as the new lines to be laid down will be based on concrete ties and new superior grades of steel. []Road Programs(Stage 4): The construction of additional gravel roads in the countryside along with the leveling of multiple dirt roads, will ensure the continued access of trucks into the farming interior. These road programs will be far broader in scope than the previous ones, but also far less involved per road, as the priority will be creating a stable route into and out of the countryside. []Create Trolly Lines: With the current expansion of bus-transit in many urban areas, it will be prudent to start the expansion of a massive electric trolly system all over the Union. While this will take a fair degree of electric power, it will allow workers to move around cities far easier. Simultaneously, the bulk of this effort will be focused on Moscow, renovating the home of the revolution to a new standard in ease of movement and quality of life. []White Sea-Baltic Canal: There has always been a need to connect the white sea to the baltic sea. Now, with a single large scale canal construction effort, such an endeavor will be possible. While the project itself will be challenging due to the cold and distance, it should be reasonably light on resources, only necessitating a large quantity of manpower. []Stoylenskoye Planned City(Stage 1): The infrastructure base's construction to tap a new large deposit of iron for its production to steel is a critical step in further expanding Steel production in the Union. The deposits in the Kursk region are the highest in any place outside of Magnitogorsk. They are also fairly easily accessible, making the site a perfect one to construct a planned city. While the city itself will also be focused on Steel production, many of the early lessons learned during the construction of Magnitogorsk will be taken into account to optimize higher-quality steel production. []Donbas Coal Basin Mine Expansion(Stage 4): The expansion of the basin any further will be an impractical endeavor as the bulk of the easily reachable coal is already under utilization. Still, further efforts can be invested to produce more coal yet from the region. However, such material will be far harder to ship to the Urals, where the bulk of the coal use occurs. []Kuznetsk Basin Mine Expansion(Stage 5): With the current deposit almost fully exploited, just one final push is needed towards its total exploitation. The current effort has dug at the near-surface deposits, but more manpower is necessary to dig out the coal. Thus, with the expansion of the effort to deep shaft mining, more coal can be dug out of the earth rapidly. While such mining efforts are likely to be costly towards manpower, they will secure a supply of coal that will not run out in the course of our lifetimes. (15 Resources per dice (78/600))
[]Gorky Machine-building Plant(Stage 4): Now that the plant is in full production and can quickly meet the goals set out for it, the planned future expansion can be attempted. This expansion will massively expand the city. It is built-in along with considerably ramping up production. Such heavy machinery production will cause a massive amount of steel and coal use and allow mechanisms to be issued to construction crews. While this will make many construction efforts more expensive, it will considerably speed up constructive effort all over the Union and free up a considerable amount of manpower. []Power Production Campaigns(Stage 4): The next step is constructing yet more thermal power stations to power the Union. This stage of the effort will build a truly massive number of electric stations and use a similarly enormous quantity of coal. It will allow a good amount of grid redundancy and the introduction of central electric heating, as no longer will power under-production be able to cause people to freeze. This stage of the program will also ensure that most towns and segments of the grid have a similar redundancy level, hopefully relegating full blackouts to the past. (20 Resources per dice (52/500))
[]Civilian Truck Plants: With the constant need to transport goods from the railhead towards and away from farms, the production of an additional number of civilian trucks is a prudent endeavor. These large scale plants will be focused on the production of a version of the military ZiS-6 truck. While these trucks will be built towards a slightly lower standard than the military models, they should be a good amount cheaper. They will allow many citizens of the Union to transport grain and livestock far more efficiently than before. []Oil Prospecting: With the current Baku fields already tapped by as much as possible, new areas need to be found. There are multiple promising field developments in Siberia, but these are mostly of a heavier oil type and will require multiple refining improvements. While these sources will also yield far fewer gasoline products, a far greater yield of diesel and fuel oil can be made from a similar quantity of oil feed-stock. []High Octane Refineries: With the newly obtained breakthroughs in the catalytic cracking of oil into more optimal petrochemical products, the construction of a new series of refineries is needed. The bulk of these new systems' output will almost exclusively go towards the ever-growing VVS, but some additional production will be left over for extended equipment trials. As these are the first systems constructed, the process will be inefficient and require further development by their very nature. The Soviet Union, however, is up to the task. []Irkutsk Synthetic Rubber Plant: With the increase in both military and civilian usage of rubber, additional synthetic rubber plants are necessary. This plant will allow for a near-total decoupling of the internal rubber industry from that of the outside world, enabling true independence. Still, these plants will need further expansion if trucks and aircraft production is expanded to a massive extent. The technology can now be considered mature, with this plant set to have a considerably larger output than the previously constructed one. []Expanded Radio Plants Further: Given the significant coordination issues of military units in Spain, further radio production is needed. This current proposal for improving radio access will be targeted towards the company level, with a new standardized truck mounting a large scale radio unit made. The advantage of such a setup is that the truck can power its own radio-unit and haul the fuel needed to run the generator while providing a mobile platform for coordinating the infantry. The production of such a quantity of radio, especially with the degree of mobilization, will pose a massive challenge, but the challenge can be overcome with time and labor. []PVC Production: With the multitude of discoveries involving additives that can be added to known forms of polymers, a considerable breakthrough in capability is possible to be achieved. These new efforts will first focus on the far more rigid and industrially useful materials. Still, with time and investment, it should be possible to extend the discoveries to making plastics a common sight all over the Union. These factories will consume a good number of oil side-products and electricity but should result in a whole new series of hard materials that can be used in many applications. While the food produced from these will likely be fairly minimal, additional luxury fruits will allow the workers to receive far more luxuries. []Fish Farming Ponds: With many new methodologies developed towards the keeping and feeding of animals in captivity and some improvements cataloged from previous fish farming efforts, the first fish farms can be made. New fish food granules developed in earlier experiments with antibiotics have so far delivered incredibly promising results when used in river habitats for fish. []Working Farmer Initiatives: With the proliferation of buses and transportation to the cities, it will be prudent to encourage farmers to work in urban plants. These new planes will also represent the actual second generation of airframes to secure air supremacy, featuring more advanced features and far more range and durability. []New Moscow Aviation Plant: With the new I-180 aircraft set to enter service, and the technical testing of the design proving it as sound, full production should rapidly start. While it would be relatively simple to convert the old plants making the I-16 to new standards, a new plant's construction will allow a new and dedicated factory to be made. With the use of statistics and means in planning, a fair amount more progress could be made. []Transfer Personnel: Many bureaucratic personnel are needed to ensure that the shock capacity of the NKPS can be retained. Due to the previous unfortunate incidents in personnel allocation, a good amount of the capacity has been lost to trials and time.
