Another project of note, is []Localized Transport Services, buses are able to deliver much more flexible schedules and destinations than our rail system, and should be a big boost in our economy in general. Not to mention being a good alternative to driving a car. I replaced the transportation enterprises with this because I feel we should probably make sure the Central Asian roads are done, and the inclusion of []Scientific Exchange Programs takes a dice away from the focus. So we might as well do it next turn.
Why do you have 3 dice on Localized Transport Services? As a 0/200 project there's a 45% chance of finishing it with only 2 dice, and there's no 2nd stage to take the excess. If you drop it to 2 dice then that plan has 195 R free, which could be spent on starting either Transportation Enterprises Stage 3 or the Stabilization of Agrochemicals (among other options, but those both seemed important and fit the available R perfectly)

I don't feel its worth splitting the vote personally, but would also be in favor of notgreats suggestion above.

I can also see how it'd make sense to drop ESA as it has no success chance and we are resource limited not dice for the next several turns anyway, and replace it with airports given their past mention and it having a chance at success.

Doing both gives:
+45 resources from reserves
+ 90 resources from changing ESA to Airport
+140 resources + 1 free die, from dropping one die of localised transport due to success chance

Leaving you with 275 resources and 1 free die to spend wherever.

Where is this idea of the immigration reform being wholesome anti-racism coming from? It's importing near-slaves and chucking them in the fruit-picking GULAG. They're not going to be allowed off the farm.
It's from discussions on Discord. Blackstar noted that places with immigrants statistically have far lower instances of racism than those without immigrants, and that our law enforcement is pretty bad at dealing with racism in general. They're probably doing the racist things themselves, what with Eastern European ethno-nationalism and all.

Also immigrants don't stay on farms, they get free Russian education and can become Soviet citizens. As soon as they become citizens they get covered by minimum wage laws. It's why Immigration Reform is needed, the cheap labor keep stop being cheap labor.

I really think you are reading what you want to read rather than what is actually there.

This is going to be used for seasonal work, such as fruit picking, put under conditions that no domestic worker would ever work under because it will be humiliating back-breaking work for almost no pay. These people are not going to be given the possibility of becoming citizens because if they were then our agri enterprises would have to pay them properly, defeating the whole point of this kind of legislation.

There will technically be a path to legal citizenship and the guest workers will be paid correctly on paper, so as long as the Soviet Worker receives cheap fruit, there's no need to look under the hood, right?

There probably is some kind of anti-racist immigration reform, but this simply is not it, chief.

That is exactly the point? From a person in a nation that sells labor cheaply in backbreaker jobs to other nations without gaining citizenship, "wage slaves" is still middle class here (I had one neighbour in the past). There are definitely times where abuse happens (I've seen news and documenaty) but atleast labor laws exists for us to know to begin with. Labor abuse probably happen more often here where laws are just on paper and most of the people in unregulated non-formal sectors.

Yet the same time, we are sourcing these workers from functioning countries in europe (for now).

This definitely would create some sort of divide where low salary jobs are relegated to immigrants and create perception of immigrants only work for poor jobs because racism.

Specifically? Allowing "citizenship to be granted for strategic and technical education on an accelerated basis along with improving the flow of immigration throughout CMEA."

Klim absolutely isn't doing this out of the goodness of his heart and wants to slow wage growth, particularly at the lower end of the scale. But in doing so, we get more population mixing that helps a more fraternal outlook and more people who are coming to work in the USSR are getting to become citizens and the rights thereof.

Also, if we get really free migration between us and our allies most people won't stay - meaning they'll be going home with the idea that the USSR is a country where their friends live, not a monolithic empire, and also they'll be going home with money (why they came to us in the first place) and hopefully skills and contacts that allow them to help their home countries grow.

It's a delicate game and I've already been convinced that now isn't the time for further reform. But there are potentially big prizes for widening the immigration flow if we widen things in a way that is more good than bad.

Seasonal workers for agriculture already exist under a separate/temporary immigration process, the reform on the table rn is fore more fixed positions in industry and services. But it's still fundamentally predicated on getting shipped in to fill a shit job posting at manager discretion, which is obviously not good for domestic labor standards, and probably won't do nearly as much to combat racism as most people hope.
 
and the Kiev machine tooling plant is as expensive as atommash so it i understand it's hard to budget for but it says cost reductions so it could help drive atommash prices down even more
This will reduce costs for our coal and steel projects specifically, Atomash doesn't really benefit from the landscape destroyer 2000 open pit coal digger unfortunately. Its still a good project though, considering our issues with sourcing both, we should definitely do it before going into the next plan. The shipyards are definitely something we should try to fit in, but I really do think Saratov is more important, due to it being time sensitive and modernizing our automotive industry should give us some cash to fund further expansions, so I think it can wait a little bit.

I have been looking at ways to tweak the plan, dropping localized transport definitely is not the worst ideia, though Stabilization of Agrochemicals and Transportation Enterprises have zero chance of completing with one dice, and the latter would really benefit from a +15 from Klimenko next turn when CA roads are guaranteed to finish. On the other hand, I could put that dice in []Donets Coal Basin Mechanization, which is definitely a interesting project to get started on. It gives us -8 coal at only 125 progress. So we get a 20% chance of finishing it immediately, and if we don't we have a guaranteed -8 to coal next turn, so we don't have to worry about having to overcommit on Kansk-Achinsk then (if we roll average, assuming the next stage is only 150 progress, that means we should be at roughly 35.5 progress. On the other hand, if we roll average on Donets we will be at 79.5/125, which with an omake is guaranteed to complete as opposed to a 34% chance for Kansk-Achinsk to complete with 1 dice).

Doing this without moving a dice away from ESA means we spend a neat 6385/6395 R, if we switch it up to Airports we have 6295/6395, so a 100 R left in reserve. Which is not a bad thing, but I know people like spending to keep up with R limits. As for ESA vs Airports, both have an argument to be made, airports are useful and something the politicians want, and starting on ESA now should mean the project isn't likely to disappear due to unforeseen politics, and we start getting programers trained and orders filled in. So I guess I will just ask, what do you guys think? I am not opposed to editing the plan for some minor tweaks like this as long as no one objects. I am not necessarily unhappy with the plan as it is either, so keeping things as they are is fine by me as well.
 
I think that swapping the extra die to either trucking or Donets coal mining would be more efficient, Donets to stay ahead of a coal crunch makes a lot of sense strategically. But also just on a general principle of "fund Services wherever possible", leaving the die in Services to chip away at trucking would be good too. I'm fine with either.

I think ESA should stay though, gotta start driving some demand to those expensive new computer fabs we just blew the budget on building last year.
 
While I would really love to modernize Donets (Good to modernize old coal mines and not just expand new ones, plus it frees up some labor. Even if it doesn't finish this turn, it means it's very likely to finish next), my gut tells me better to do transportation enterprises since we have so little service dice.

Honestly, I am coming around to making the switch to Donets. 1 die in the tranportation enterprises won't give us a chance of immediate returns, and next turn we could so something like my other plan and try to blitz the two stages at once with that +15 bonus since we don't have a favor eating that bureau dice.

Coal is something I am worried about tbh, we are heading into a energy crunch in a couple of turns. In 1973 electricity generation will decrease due to the Central Asian dams finishing, and demand is showing no signs of stopping (on the contrary). I think investing a bit more in coal is a good hedge against that. If we are in a position where doing manual coal power (as in, a dedicated project instead of autodice) is necessary, it would be very unfortunate if we didn't have enough of a buffer for it to prevent a coal price increase. From discussions with some others in the Discordburo am beggining to think that trying to finish off two coal projects next turn would be wise, and this hopefully sets us up to do that.

EDIT: It is becoming increasingly clear that we made the right call in putting all those autodice in power production. If we didn't put that extra die into coal power we would be facing major major issues lol
