Building up rail stock is mostly feeding resources to factories to speed up the production of new diesel locomotives, and the stuff they have to do outside they can do from a heated train. It's by no means fun, it's forced labor it's not supposed to be fun, but the rail action will be merely cold and miserable while throwing thousands of untrained political prisoners into a freezing Siberian river in January will be cold and miserable and deadly.
 
Besides serving as short term money printer (considering we blew through our big stockpile is actually critical), Angra gives us access to more diamonds, which have critical industrial applications like machining steel, especially higher quality ones, (seriously, is pain in ass otherwise) and drilling for oil-synthetic diamonds weren't viable until the 1950s. We're gonna need more oil and we're about to produce a vast warmachine that should hopefully utilize better steel alloys.

Bulk mining of diamonds is not a critical war industry when compared to like, steel mills and coal and tungsten, which is what they'd probably compete with dice for. The investment to get the diamond mines and such up probably won't even pay for itself before the war starts unless they're something absurd like +100 resources, and I highly doubt they will be so the money argument doesn't add up either. It would have if we did Angara 3 years ago, but now in the final sprint to war it's time to build war industries not diamond mines.

@Crazycryodude did I miss something else for those two actions? (I think the Rail Stock got a +50 progress from somewhere (but I can't find from where), but for the NST you counted three dice, ending up with 24 points more.)
