That can be done with a Dragonblood substitution level at level 1. They get Draconic Heritage for free, lose their familiar, get UMD as a class skill and +2 to Knowledge (arcana).
That's a terrible trade. But if they replace Improved Initiative and bloodline of fire, they could get Draconic Toughness and Draconic Vigor. That would give them +6 hit points and some self-healing, +3 against sleep and paralysis, but -4 Init and -2d6 damage on Kelgore's Firebolt. So they'd be far less killy but far tougher, and they'd potentially be able to UMD a few scrolls of healing and whatnot.
@TotallyNotEvil, opinion? Should we switch to that? They'd lose damage, but 6HP stays relevant through levels 1-6 (getting a cap at 6 is great, btw!).
Dragonblood subtype also unlocks practical metamagic at level 6, and that's awesome with things like Fell Weaken or Sculpt Spell. On the other hand we could just give them all Arcane Thesis (Fireball) or watch them throw Silent Stilled Sculpted 10d6 fireballs at level 6 of we want to give them Metamagic feats.
@DragonParadox sorry if I missed it, but how do we generate stats for our Legion Sorcerers?
Sorcerer Spheres are in Dragon#330, but you can find them by googling "molivero.com 3.5 Sorcerer ACF" or similar.@DragonParadox wouldn't dragonseeds be essentially Silverbrow humans?

If they aren't Silverbrow, Dragonblood substitution is the way to go. We could pick up Bloodline of Fire, Draconic Power, Fiery Burst for a final Fire CL of 9. Enough for 5d8 Lesser Orbs of Fire, 8d8 Scorching Rays and 9d6 fireballs.
If we can boost that to 11, it'd be great.
Good point.Healing shouldn't be much of an issue for our newbie mages, and definitely shouldn't be something we build them around. Once Valeria the Crafter Arcanum is created, she'll be able to make Healing Belts for 45 IM each. She can make four per day at that cost. It would be trivial to equip every mage who leaves the Scholarium with a Healing Belt as part of their standard equipment.

Look, the point is not that we don't want to punish murderers.My argument isn't that I feel that a person should do so, my argument is that sometimes such things is the only way for justice to happen, and I don't want our realm to be one of those places, I want to punish all the murderers hiding behind the fact that their victims were slaves, because I don't want to be in the position, of having to punish people for avenging their loved ones, who were murdered legally because they were slaves.
You are part of the Scholarium for life unless you leave our domain, that don't mean you are directly working for us for life, the 5 year contract is how long you are expected to work directly for us as opposed to starting up an independent business, and also how long you are contractually obligated to stay with our realm, once you have served that term, you are allowed to emigrate out of our lands if you really want to, and if you leave our land, then you are not expected to stay in an official Mage guild.... What?
You join the Scholarium for life. There's no contract, you are either part of an official Mage guild or you better have a damn fine excuse as for why you aren't.

The point is that we don't want to punish crimes that happened at a time and place and in a tradition were they weren't crimes, because that's a slippery slope that would take incredible amounts of time and effort to make anywhere close to just and even then likely cause more vendettas than anything else.
Better do as Diomedon said, make a few examples and then call it Tabula Rasa and start anew with no look at the past.
And if anyone tried to get away with new crimes against former slaves in our city they'll pay as the law demands.
