--[X] Redistribute all wards from King's Landing (10 km Dispersal, Uncertainty, & Phase Wards) to protect Qohor and the Forge. Have the wards hidden and protected adequately so as not to repeat the mistakes of Everfire Dale which saw them destroyed in aerial bombardment.
The plan was to have a full vote on redoing military deployments and spending once Qohor is fully wrapped and I had some time to prepare everything.
Until then, the assumption is that the Qarth set is being kept on the Moonchaser to defend Qohor, as there is no base in Qarth that could use these stones anyway.
The Old Gods are also the gods of those who do not care if their human concerns are listened to, or do not realize they fall on deaf ears. I mean they are great if you are a dragon sorcerer who showers them in the blood of his enemies, but Joe Random Farmer asking for a good harvest from the Old Gods with nothing but hope and humility in his heart will not even get a shrug because the old ones are busy and he did not give them any cause to listen.
I just thought this needs to be said to point out why worship of them is not a widespread as it once was and why it may peak sooner rather than later even in the Imperium.

Well yeah, but humans are not really looking to maximize consistency in their gods. If you want a god to listen to you more become more virtuous and if you become virtuous enough you might even gain the ability to make miracles happen with a few short words, that is called a cleric.

I mean the people will see that the spirits of the green dream up and about in our empire helping people as healers and teachers and various other task.
The sheer amount of "charity" the leshys and others do would be enough to endear them to the people and through them the old gods.
There is a reason that missionaries have a pretty god track record of converting people. Because casting miracle by being virtuous is good, but an incarnate spirit doing it for you is a much better reason for worship.

Those blessed or cursed with an affinity for the mind arts will be directed by the Scholarum into the hands of the Inquisition where they will hopefully find the instruction, and for those so inclined a new place where they can wield those powers in the service of the realm. For the mage-smiths there will be amnesty for past crimes. Likely as not you shall shall see more of that in the courts, but it is a small price to pay for the infusion of skilled hands in arcane crafts.
The only matter on which you briefly hesitate is allowing the priests to present themselves to the new master of the Forge, though truth be told it is more from a concern of how he would react to having so many would-be servants foisted on him unbidden than any worry about what he might set them to do. Qyburn already has access to far more perilous resources and more dreadful temptation.
Once that had been settled there comes the time to speak to such wealthy merchants and nobility as could still be said to exist in the city. Pale and trembling you find them and not at coming into the company of a conqueror. It has been long since most of them have dared to walk abroad under the sun, hiding in basements and secret rooms for the most part so that they might not be inducted into the 'bliss' of the Green Faith. If anything they seem to find your oft repeated reassurances and promises of prosperity a sanctuary against the uncertain future. You will not have to deal with a disloyal nobility in Qohor, such as it is and what there is of it. By the same token you find no promising local candidate for governor at first showing.
Once local matters have been dealt with the time has come to see what you can do about reassigning forces in the wake of the campaign for Qohor and the destruction of Everfire Dale. The Fourteenth Legion will require a new basing and the Moonchaser a new base, but then there is also the question of whether to restore the Ninth Legion or let its name pass with dignity from the world. The same could be said of the air wings which were lost to the fires of the Brazen Throne.
And finally... The Wardstones. You cannot help but wonder what might have been if you had assigned them differently, the warnings of your marshals now sounding like the portents of doom. Yet time will not unravel even to your will and so what is done remains so, all you can do is weigh more carefully where and how you shall place them from this day forth.

I would prefer to repair the flesh forge build solid defenses and build as much a factories construction yards and hangars as much as possible can be safely fitted in the wards.
This would become a second everfire dale with a reinflux of economy and capital in Qohor to improve the city.
BTW there is no way we are not going to rebuild everfire dale and i will always vote to rebuild it.
