The explanation is "I was fostered in the Vale and benefited greatly from it, the Royces are honorable and there is no Lord Arryn to look after Sansa anymore, and I have heard strange things happening up in the Eyrie so I can't send her there".

Even discounting everything else, Robert's only play is to try to get Eddard to take up Arryn's former post as Hand if he wants to be reasonably certain of House Stark's support, with a betrothal between the absent Sansa or Arya between his son and Ned's daughter to secure it. A prospect that is worthless compared to canon since neither will be old enough to marry before we invade, and words are wind.

Would you send your daughter to your sister's castle when she's got a gigantic scandal over her son who first stayed a baby for way too long and then all of a sudden aged way too quickly? That's the kind of thing she wants to keep Sansa away from, family ties be damned. I'm pretty sure she's suspicious if the Arryn boy is actually her nephew or really a changeling.
 
And there's the political concerns, not just the personal ones, that Robert Arryn is just too damn young to foster a child with, and Lysa is basically a non-entity. Even if Catelyn still trusted her, that provides you with no benefit, since she does not rule the Vale in truth, and holds the distrust of a great many of her son's bannermen.

Somebody in Winterfell came up with a smart idea. If Sansa is fostered with someone who declares for House Targaryen when the war starts, obviously House Stark can't march troops to assist House Baratheon, even if they would really like to, honest. And it's not like they could have ever anticipated it, clearly Waymar Royce cut ties with his family.

Either that or they really believe everything I wrote above, in which case they nat 1d their way into a viable political strategy.

I had already added that to the spreadsheets, went ahead and edited it into the plan itself.
