Updated again. Still no blurbs, but I don't imagine I'll get around to that until I complete the chart. Spelling out what everything means to those impatient again.
Aligned means they're diametrically opposed to us, parenthesis next to it contains their loyalty (which is of tangential concern to us at the end of the day, come invasion day once they're served their subpoenas, if they don't flip, we won't acquit).
Unsteady means that they are vulnerable to coercion or negotiations or personal appeals and that their loyalty is conditional/contingent on one or more factors.
Steady means that they are loyal because of one or more conditional or contingent factors. Basically, without those overarching factors they would fold like a cheap deck of cards if put to the test.
Belligerent means no one benefits from their cooperation. In fact they are just that difficult to deal with. They are actively a net loss to factor into your political calculus. Until one or more factors which makes it so is removed, they will actively work to impede everyone in the area from going about their business.
Ally signifies that they have been brought under an diplomatic status based on their loyalty to another faction or individual.
Mercenary is pretty obvious. Their loyalty has been purchased with some kind of capital, political or otherwise, but they are always looking to get ahead. This doesn't mean they will sell you (and their mothers) out for a dime and a half, in fact if you have already basically ensured that outbidding you is not only a ludicrously outrageous prospect but actively fucking suicidal you can guarantee they will be more loyal to than actual loyalists. Their paycheck is on the line.
Sympathetic means that there's an inroad, but that's about it. These are rare specifically because of the fact that usually you don't see many neutral, much less aligned houses, that have a sympathetic ear capable of swaying or influencing the individual(s) in control of the political entity.
Loyalist is ours with no mitigating or conditional factors capable of really changing that without essentially rewriting that entity from the ground up, or else coming at it from the opposite end and doing something which causes them to break faith. Basically, don't be stupid, and don't get caught with your pants down.
Satisfactory? Good, because I'm not sure if you could break it down even further. Granularity of that nature is kind of necessary in relations-based politics.
