How many spells can a hypothetical level 18 Viserys cast in a round with full battle buffs in play and (Greater) Arcane Fusion? This is likely to be of import.

Including Time Stop ? Theoretically, he could cast his entire spell list
Without Time Stop, I can't really think of a way to cast more than 6 spells. 2 from an Invisible Greater Arcane Fusion, 2 from a Greater Arcane Fusion cast as a swift action, and then 2 more from Celerity.
I wish I could fit a Belt of Battle in there, but Arcane Spellsurge also requires a swift action each round.

Master Specialist and Spellguard of Silverymoon can do it, as can a magic item from DMG 2: Bracelets of Spell Sharing.
A Miracle should be more than to gain one use of one of those abilities that you have one round to use.

Viserys does have a Belt of Battle effect squeezed into his belt, sooo...
Couldn't he used his Mythic Initiative ability to take another non-casting action in order to activate the belt, which could in turn give him another action which could be used to cast again?

Also, let's not forget that he can use Dark Sister to Spellbattle on top of that, and HHD packing a fermions fucking punch from STR 36 and Power Attack.
Especially if he casts Brilliant Blade and can ignore armor, so full-on PA with 18-19 BAB. Not that he can't hit from Strenght and other bonuses alone, most targets in DF plain aren't that hard to hit and make stick, not when you turned your uber-spirit sword into a +5 magical lightsaber.
