Right have we promised anything in Westeros directly? It's mostly us promising Westerosi people keeps in Essos that have opened up due to magisters getting themselves slowly offed by violating our laws over time. The main things I can think of are:
- Dalla and her Wilding get land in the Vale
- Some mountain goes to the Pech
- Reach is definitely getting Balkanized.
- Celtigars, Darrys and Velayrons getting boons (most public names we can toss out imo)
- What others get to keep greatly depends on how quickly they bend.

We're pretty liberally distributing land in Essos because we have swaths of it and Westerosi jump at the idea, but you're right in that we haven't really established who's gonna be getting what in Westeros beyond broad border rearranging.

He wants to know both, though with a greater emphasis on the second since he realizes borders are probably still dependent on circumstance.

We really shouldn't be talking about any of that until we're actively conquering Westeros. Especially the Greyport thing.
He barely understands those are a thing.
What we really need to answer him is something he can interpret as 'the sort of people he'd like to see rewarded'. You know, proper upstanding lords and such. We can't mention anyone by name but if we talk about 'good loyalist lords' he'll be happy.

The Greyjoys being ours isn't a secret, but our plans for Lannisport are. I want that to stay a surprise, and currently nobody who isn't Mind Blanked knows about it. We blab about this to someone who isn't Mind Blanked and it'll go straight back to the Lannisters, who will undoubtedly do their best to screw it up for us.
As it stands there's no reason to talk about it.

I think this another case like with you freaking out over putting Aegon's crown on the Viserys figurines. There's security, there's paranoia, and then there's just absurdity.
It's not like they would not be able to guess Viserys' plans would be in this vein. IC Viserys does not think revealing them would make much difference to the level of Lannister enmity.
