It's easy—Qartheen Lich is from the Red Wastes, Lyseni Lich is from Lys. I would add the Lyseni Lich to Special Projects, but DP has yet to give me the HD and CR.

It is objectively shit, and few want allowing Necromancers to do their thing, as that leads to making the place where they work very much polluted and generally shit.
Dorthraki wastes is a good example.

@DragonParadox, on what are the Red Priests spending the funds they had ready in the event that we didn't fund them? Could they add that to our own to make the temple bigger?

@Snowfire Maybe add trading of stories and deeds. It helps to build trust when you know the others and how they operate. And if we can share some of our early escapades then all the better. There's a difference between knowing about someone and them telling you.
