They're use-activated items, not spell completion ones. Rather than costing 225 IM for being use-activated, if they were spell completion items they would cost 112.5 IM each.

As use-activated items, the Suicide Drone should simply be able to will an internal mechanism to trigger the Teleport spell.
 
I was imagining this as an extra sentence or two, a lightning-fast exchange of spells failing against her. Not as a whole long battle that would require thousands of words!
But Viserys quickens low-level spells and uses other action economy cheats so systematically that it feels weird to see him decide not to do so now of all days.

Putting this in this context, instead of what you'd written before, helps rather a lot. I'll look at making an edit or two taking these suggestions into account. Thank you for clarifying where you were coming from for me.

I was assuming that he'd be trying his utter best to Diplomance her without actually using overt magic or Enchantment, but failed in the face of the huge modifiers imposed by her madness/Black Magic mental weirdness. Am I wrong?

That's basically what already happened, yes. To put this another way, Viserys came into this with moderate long-term social buffs active. He fired off a few more just before the end. They all failed. Harry doesn't really notice this because he's focused on the massive and terrifying threat that is Kathy and was hitting some of the same notes Viserys was on the matter of what she was, just with more initial understanding of what was behind her facade. Viserys caught up pretty darn quick, though.

@DragonParadox Our Explosive Packs normally top off at inflicting 10d6 damage in a 20ft radius explosion with a DC 18 Reflex save for half damage. That's just using the packs themselves.

If the explosives were placed in a proper housing, however, designed to fragment on detonation and perhaps filled with armor piercing Adamantine flechettes, how would that affect damage and radius of effect? I would assume damage wouldn't change much, but that the blast radius would be much, much larger?

Also, while we're on the subject of potential WMD-lite, how much damage does the Pure Wildfire inflict? We have the formula now, but have yet to produce any of the stuff.

We need 64x Launchers and 80x Scorpions with AAB's for the Siege Company, of which we already got 40x Scorpions ready.

So that leaves us with 60x Launchers and 40x Scorpions too many.

So, next turn, 4x Launchers and 40x Scorpions with AAB's, then we can open up a second Siege Company right away.

If we have 60 extra Launchers, I would prefer to keep some for other purposes, such as equipping baby adventurers and further arming the trade fleet heading to Yi-Ti.

Oh, we're only four short? Problem solved then. I've adjusted the crafting schedule to produce one less Greater Ribbon of Disguise in order to add four more Launchers and another Healing Belt (so we don't leave any crafting capacity to go to waste).

That will bring our total for the Siege Squad to 128 Launchers, 80 +1 Scorpions, and 80 Abundant Ammunition Boxes.

No need to send extra with the trade fleet.

Agreed. One to the Queen Rhealla and one to the Hunters Moon.
 
On the matter of smart ammo:

- Guided bombs for 25 IM extra a piece sounds nice. It's a bit of a niche role, since they only really help when we a surgical strike in densely populated areas or bombard an area with a bunch of friendlies, but it's still neat to have available.

- Guided projectiles. Each shell needs to be made a construct for 25 IM and the cannon needs an additional crewmember whose job it is to guide the projectiles, as we would be operating outside visual range. We use an adapted version of Share Senses – d20PFSRD, so that the guider can make minute adjustments to the flight path of a projectile, guiding it into it's target even well beyond visual range.

It would cost 2,700 IM per turret though, so the effects should be in line with that. Maybe eliminating range penalties and allowing to re-roll either attack or damage, to be chosen before the attack roll is made?

I would say it is niche enough to require a small amount of research something like 10 progress.

Willdfire is not any more deadly in a burst than regular alchimist's fire for the same quantity, the thing about wildfire is it's very hard to put out so it just keeps burning and it ignores fore residence.

If you had to pick some lower level PoSK for her, what would they be? Maybe one 3rd level, two or three 2nd level, and three or four 1st level?

We would also add a Handy Haversack and Greater Ribbon of Disguise from our stockpile.

The amulet upgrades covers Freedom of Movement and removes the need to breath for long periods of time, gloves let her cast Magic Missile, the Earring lets her use Flashburst, and the Anklets upgrade would let her use Teleport if she didn't already know it. Because all of them have the Raiment of the Four enchantments, she will also be able to cast Commune.

Why give her a shield instead of giving her a Shield PoSK? And Alter Fortune on a PoSK seems kinda impractical.

I like the edits. Not too elaborate or time-consuming, but definitely showing Viserys casting at high speed.

Seriously though, this whole chapter was a tragic trainwreck. Tragic in the classical style, where everything is stupid and yet makes depressing sense, with people's inherent flaws and long-held passions leading them on a fated path to their doom.
I love it, but I also hate it. :(
