As a reminder, you don't need to spend feats to gain proficiency by DF rules, you can spend IC time acquiring the ability.
I figure if anyone had levels in Knight it would be Barristan. The big question is what level he is. Unless DF said that there's definitely not anyone over level 6 at the start of play in Westeros, I'd honestly rate him as a severely underequipped level 10 with a balance of feats going between Power Attack/Combat Expertise and the Calvary Charger line. Mounted Combat is a bonus feat at level 2, with a selection of bonus feats at levels 5 and 10 including Spirited Charge, Ride by Attack, and Trample.
Of course, this is the man who infiltrated a hostile town, and then the prison tower, freed his King, and then fled and fought his way back to safety. He also has evidence of at least a few ranks of Disguise Self and Bluff in canon when he escaped King's Landing and then came back in amongst the fleeing peasants to avoid patrols that sought him out.
What I'm saying is that he might have a few levels in a Rogue variant.
Unrelated to the above, Anointed Knight might be a good choice for Waymar if we don't care about advancing his spellcasting. It's abilities scale off of class level and Charisma, so if we slap a Charisma +6 item on him he'll be able to grab some nifty abilities like DR 3/-, making his sword more durable, and grabbing two bonus feats. Purity doesn't technically qualify for Ancestral Relic, but DP might be willing to allow it on the basis that Purity is basically an artifact of the Royce line by this point.
