The highways have two extra lanes with tracks. We mostly need to install switches and produce the trains, so that shouldn't require any special equipment.

What it will need is mostly money.
Trains would be a moneymaker in of themselves though. I'm not actually sure how much they actually make for passenger transport, but being as the fact we don't expect fuel to be an issue due to being powered by magic, once the train is made adding more cars to each locomotive for moving people would at least be additional free revenue for the state.

Actually the entire concept of a state-run national railway system is making me excited, the whole thing can get complex enough to be worthy of a MirrorVision show featuring it as a main plot point. Sort of like one of those themed Sitcoms, like Scrubs or Its Always Sunny.

Switching between different characters, like the conductors, or the cabin attendants, or the maintenance crew, then having episodic characters like bumbling train robbers, or a murder mystery.

And of course obviously trains in general are great set pieces for shows or plays. Who wouldn't want to see an action sequence across the top of a train?

Speaking of doing action stunts, a Play Company could keep a bunch of skill boosters on standby. The actors do all their own stunts!

Mostly by abusing magic to do something like become expert marksmen, or great at free climbing.

Wasn't abusing Summon Monster also discouraged because they can warp character alignment? Toward the one which the creature summoned is.

It would take Beyond Morality Mythic Path ability to avoid that, pretty sure?

That particular aspect was ruled irrelevant for Viserys and the Companions. DP ruled that their forces of personality at this stage make it impossible for casting spells of any particular alignment to warp their personality.

Final Dream: The Crane Lord of Asabhad is dead, poison delivered by a treacherous servant it is said, the substance so vile it not only slew him but consumed his body and turned him into curdled blood. Many of the local potentates claim this as proof that the one who arose from his long slumber was not their lord at all but a thing of maho. By contrast Ling Ti, the newly assigned Emerald Magistrate who had been sent from Yin to unravel the plot, claims those same potentates colluded with the Ancient Guild of Spicers to remove the young lord before he could end decades of graft and corruption. Only time will tell if the Azure Emepror's grasp is strong enough to match his reach.

Taking Salt: After much deliberation the Orange Emperor has made common cause with Izril of the Shrinking Sea. Some call it madness and unbecoming of one who would aspire to rule the Golden Empire of Yi Ti, but it is said among the tents to the Army of the North that at least the savages are warriors born, skilled with horse, bow and lance, not soft eunuchs and 'men' of a sort almost as soft such as that populate the court in Yin. Still, the kami rest uneasily besides Izril's foreign sorceries, or perhaps merely the shugenja. The decision of the monasteries previously aligned with Pol Qo now hangs in the balance.

Rōnin Rise: Following the Imperial proclamation three months past thousands of rōnin have joined the imperial armies and dozens of petty sorcerers. While many are not fit for military service they can still serve as advisors, healers, craftsmen and other tasks that would be ordinarily taken up by a shugenja or wu jen but which none such will willingly take. While there has been some grumbling about accepting those of impure magic into the ranks of the servants of the throne their lowly position is not seen as enough to a threat to contest. A careful observer might note that the existence of mages who owe their loyalty exclusively to the magnanimity of the Son of Heaven are not be be discounted.

Whispers of Blood: Yi Tish scholars garbed in fine silks and arcane talismans bearing sealed papers from the Azure Throne are looking into certain darker topics in the Great library, specifically the study of blood magic and sacrificial power, what is called in Yi Ti maho, a thing of ill omen. The scholars claim that they are merely looking into how they may best counter this magic, and they are very stubborn in their denials of actually wishing to practice such magics, but you recall well the sacrificial magics of dragon binding. The archives of the Azure Throne are far from free of blood magic, the question is if you want to add to their shelves and if so in what manner.

What knowledge of necromancy or blood magic to you share with Bu Gai's envoys?

Once again we toe the fine line on the knowledge we want a monopoly on and what we want to guilt trip out of the Yi Tish via overly generous gifts.
The question is what kind of concessions he is willing to make for this knowledge.
And this. It'd be helpful if we knew what was on the table in the first place. Also the narrative framing for this is weird, too. We just hear rumors of him poking around blood magic, and then our envoy shows up like a drug dealer asking if he'd like the good stuff?

Political concessions, the long term goal being the absorption of Yi-Ti.

That is going to be hard to get out of a scholarly exchange. Maybe limited scholarum recruitment could work in and exchange of lore and that is a political concession.

Anyway it's 1:30 AM here. You guys can give some suggestions overnight and I'll look them over in the morning. I can keep this vote open a while since the Reach rumors won't come with a vote

Eventually yeah. Nothing in Yin is even remotely equipped to stand up to something that DP described as easily outstripping CR 28 Ymeri in power. That said, we're also not ready to face that. The Bloodstone Emperor is something I'd only be comfortable facing after the Imperial Deity is up and running and once Viserys and the Companions are MR 10.

If we manage to kill him by some miracle, we have the Mandate of Heaven for the Empire of the Dawn, and we get to rightfully claim all its former territory.

I mean, sealing his alliance with the sorcerous warlord via marriage couldn't possibly go wrong.

It seems as though you attribute stupid decisions to people in desperate situations, politically or otherwise, so it's always nice to be pleasantly surprised by people becoming more competent instead of less when pressed.
