I wonder if we "the government" could subsidize or outright pay the dowries of women to bring them into the Hold for the manling popukation.

Ok, this needs more attention. And in the sort of 'very important to Undumgi culture' and 'needed for ambitions to come to fruition' and 'critical to ethical society' to get it right.
Basically, we can encourage this in a way to set a good example for dwarves, but that really means three things:
-encourage daughters.
-universal schooling
-good enforcement against domestic abuse
And then we need numbers. But those three things I don't think are really high priority in a lot of warhammer human cultures, and I believe them entirely needed to build a civic culture that can leverage the city up fastest. The first for organic growth, the second for quality of internal candidates for things, the last for making sure women who come here stay, and encourage others to come.
Daughters as the main thing we want dwarves to pick up, because if dwarves can move from 1 daughter per mother to 2, this would tip them into organic population growth. Two full generations or 60-90 years to show visible effects, after changeover. Belegar would see his halls filling.
As far as actually making Karag Nar an attractive place to come to for large numbers of single women, we really actually need to work to spread the word. I think this is an AP, or at least an EIC. Big barriers to a woman who would be considering coming are going to be money for journey, saftey of journey, saftey of settlement, fallback plans if they don't find someone quick enough or they have to leave someone they've found once they are here. All of those can be addressed in a pretty tight pitch.
Big attractors are going to be money, romance of the location and the thrill of traveling somewhere new, promise of pick of prime men, and belief they can build something here to last.
We really need a traveling roadshow to sell this- there's only going to be a few in each (stable) town who would take up the offer and if they don't have a clear path then that number will be crushed to probably about what we are getting now.
We didn't have them there to test security. I'm sure the QM didn't roll to see if they spotted any holes in our security. Also they probably didn't see every tower.
Do you have a ranked list of current risks you are worried about in the back of your head on this? Because as far as K8P, I do, and this is a small risk pretty far down my concerns. I'd prefer not to make the door impenatrable while there are still holes in the walls.
Max is still needed for translating the anatomy book and deciphering Queekish. And if we pick up the Skaven politics option we still need to raid the other 2 clans.
Actually, is this still useful at this point? The lexicon is getting built from captured docs and translations, max working on the book may only really get us info on chaos dwarves rather than a bonus to translation.
I love it. It means she is planning on staying after she makes Magister, and that is good news to me. Now we just need to push her to work on magic and academics so we can send her back to graduate.
Also means we only got two more primo wizard nests to be claimed! Johann seems to have found a spot, (suddenly occurs to me he may have grabbed the option above the deeps, so he could dump bad warpstone experiments quickly) Kragg grabbed the secondary peak at Lhune, we've got Nar, Greta has a citadel, so we are really only looking at the second citadel and the silver tower. (Doubtful Karagil or Lhune would permit towers on the summits, but Und-Uzgar might support one.)
Or we can tell late comers to grab a sentinel or clear their own peak. 😁
And while the list of the Sigmarite ideals has Dwarves as the second thing, I suspect it's one of the last in the actual dogma. I'd guess it's something like Obey the Emperor, Unite the Empire, Obey orders, destroy Orcs and goblins etc, help Dwarves.
Any bets on the hammer pope somehow being the archtraitor in this timeline?
