I actually want Priam in the Commerce Guild because it's a good promotion of sorts. Besides he has seniority and a council seat he needs some influence to back him up. Also think of the joyous Kygeetu knowing she will be the personal assistant permanently.

I agree. Propaganda is a weird beast in that it tends to work by becoming a part of life and the day to day. Setting up competing info spheres will be helpful because people tend to get isolated in those spheres if they aren't careful.
