This is the kind of thing I'm surprised hasn't been made before, honestly, a conceptual plane of beach parties to slip SD into might be better than a generic plane where we happen to have beach parties in.

Amusingly not really, in terms of "expansiveness of awful", the Abyss, Nine Hells and the Far Realm are pretty much top spot. In my estimation they are only eclipsed "locally" by the domains of Lloth, Loviatar, Cyric (sadism, pain, madness) and the demiplane of Nightmares.
The only other "vast expanses of awful" available, I can think of, are the negative energy plane, but we already have undead and the plane of chaos? getting Slaad-ified is pretty ungreat.
The Illithids are only able to move that openly because of the planar isolation. The level of moves they are making right now, were there more planar travel, would have already called down insanely fanatical organized crusades of Gith.

Well a beach to start with, so that means Oceans. Also we're going to need sunlight, good weather, food, comfortable places to sleep (among other things

It's going to happen. It's already happening. By acting now, we can try to at least direct the flow of the information and profit from it in some minor way, rather than waiting and finding out from a rumor post in six months that Dorne is suddenly playing home to a mercenary company of oddly helpful spirits of air.

Step One, The Beach: Requires elements of water, earth and air, with a dip into Fire or Radiance for sunlight. Plants and wildlife are mostly optional, not something to focus on now. So we have to place it between those points, near the Material or take large samples from each.
Step Two, The Party: Needs food, alcohol, ice, music, Beachvolleyball materials, sunchairs and some more details. Magic can easily provide all of those. Someone with Fifth level spells and crafting feats could basicslly do it by himself with enough ressources for crafting.
Step Three, The People: That one is simple, invite partygoers, make some service-constructs and maybe hang some good-mood spells over the whole demiplane.

Polymorph any object gives you the intelligence score of your new form, it's cruel to temporarily give a creature sapience, only to take it away again.
And it would be temporary, one of the things that determine if it's permanent, is how close to the new form your old form was, human to CotF is close enough to be permanent, Dugong to CotF would only get us about 2 weeks.
All in all using animals isn't a good idea.

As an Australian the Gith remind me a lot of Canetoads, they are a little better at killing what they're supposed to but everything else holds true, including looks.
