-My view
--Skimming off the top is not only expected but desirable for the purpose of keeping personal expenses beneath our boss's notice dealt with out of sight. Furthermore, we've consistently used up the personal funds on a routine basis and are thus not in any kind of stable economic state. We can and should cut the skimming once our student loans are fully repaid, because frankly Van Hal pays us enough for all the magic shit if not for the loans.
--Using the discretionary budget for non-work business is a travesty we should avoid where humanly possible as it betrays the trust and free hand we are given, on top of making it harder to track how much we're spending on the job and how much we're spending on ourselves.

-Your view
--Skimming off the top is a travesty and a betrayal of the trust and free hand we are given. We should stop because we have plenty of money, and for anything past living expenses level we can just dip into the discretionary budget anyway.
--Using the discretionary budget for non-work business is simply common sense and expected benefits. We should just ask Van Hal to authorize paying for our self improvement in our own time, and he's going to approve it anyways.
My view:

Skimming off the top is expected, but not necessary. We have a reasonable amount saved to cover emergencies and a small, stable net income. We have not regularly used up our personal funds -- I don't think we have ever had negative net income* -- and all large expenses to date have been either necessary for work or have had explicit approval from superiors, allowing the use of discretionary funds. We should stop skimming because we don't need it anymore and it's cutting into our ability to hire subordinates.

Using the discretionary budget for personal reasons is not allowed without explicit approval, but we are able to get approval for almost all forseeable costs quite easily, as our position makes those costs (including self-improvement) relevant to our official work.

*I just checked, and the closest we've come to 'using up our personal funds' is the turn where we furnished the Palace, and we were still at +5g at the end of it.

I like everything but cutting the embezzling but I figure that it will be easy enough to turn around in a later turn if we need to.

Edit: also inserted tally.

That did use up our personal funds though, we were +5g only due to embezzling.
Personal Income: +50g
Embezzlement: +35g
Tithe: -5g
Student Loans: -35g
Furniture: -40g
---
Net: +5g
Personal income minus tithe and downpayments is only +10g/turn. We have regularly spent more than 10g of personal wealth.

Well, our boss has a nice hobby at least.
*Marks down on list of gifts: Tinkertech*

Option analysis:
[ ] The leaders of the Stirlandian League need to be rounded up so you can question them regarding their former patron.

THis would be the Backtrace option. Useful for intel, but I'm pretty sure we've given them enough lead time that their patron would have cutouts.

[ ] Rounding up as many of the individual members of the League as possible will make it clear that nobody can engage in this sort of behaviour without facing eventual consequences.

Making an example. Doesn't really work.

[ ] Though Van Hal didn't mention it, you could work with authorities in Talabecland and Averland to help them do their own purges parallel to yours. They'd likely be grateful, but it will come at the expense of your activities in Stirland.

Diplomatic route. However, we don't actually know what THEY think of the whole thing so it's prone to backfire.

[ ] The documents of the Stirlandian League will allow you to rebuild the north-south trade network with speed and efficiency.

Stewardship route. This is the link with Wilhemina, and most likely the most lucrative one long term.

[ ] The assets of the Stirlandian League will be a huge boost to Stirland's coffers.

Their material funds. This is a one shot boost in resources, but as per the update we are fine for immediate expenses. What we need is cash flow, not treasury.

6/6-8

Main difference points from the other plans:
-The League doesn't need the Blessing. We have the ledgers, we have Wilhelmina double teaming.

-As per our economy:

We need income, we have enough budget for Right Now, but we need cashflow to pay for everything. Hence, focus on their documents so we don't leave Wilhemina needing to build a nation-spanning trade route from scratch

-We DO want to bless the mirrorcatch box. Getting rid of the snake is going to be risky due to working with mirrors. We want Ranald looking out for us so the snake doesn't bite us during construction.

-Not meddling further with Van Hal's religious beliefs since we're not really suited to any of the other angles than conversion to Ranald, and well...thread decided thats not good.

-Also given our magical ability capping out the Petty Magics, the next step will require higher Learning and Intrigue.
--Fortunately we've done a shitload of Learning and Intrigue rolls last turn. We have a good bonus to make it work.
Could you add "Stop embezzling?

Skimming off the top is expected, but not necessary. We have a reasonable amount saved to cover emergencies and a small, stable net income. We have not regularly used up our personal funds -- I don't think we have ever had negative net income* -- and all large expenses to date have been either necessary for work or have had explicit approval from superiors, allowing the use of discretionary funds. We should stop skimming because we don't need it anymore and it's cutting into our ability to hire subordinates.
Okay, next time the message from our anonymous benefactor comes and the mission within is easily resolved with a lot of gold (e.g. bribing this guy or that), but we don't have any stashed. What do we do, get Van Hal approval on the bribery?

It's not 'embezzling' if we're using to it to do our job, and we can't do our job if we're stuck slaving away to pay off our debt.

Okay, next time the message from our anonymous benefactor comes and the mission within is easily resolved with a lot of gold (e.g. bribing this guy or that), but we don't have any stashed. What do we do, get Van Hal approval on the bribery?

[X] Plan Bless The Snake
Use discretionary income like you would bribing anyone else to get information.

Or use the 100 gold stashed in your bank account.
