While carrying chickens about is impractical an agent could reasonably keep a pair of potted plants at their home/workplace/bolt hole, one with an Alarm and one with a Shadowsteed, fur use in emergencies.
That's a good point. But this vote means we'll be (probably fruitlessly) looking at a stream.I'd vote for the leading plan if we'd finished excavating the Palace already. I don't want a bunch of peasants tramping through the house after we've set up a bunch of delicate, mostly glass, equipment.

I was thinking maintain a coop of Shadowsteed Chickens in each garrison with enough chickens to reach Wurtbad with an express messenger.What use do you have in mind for them? It takes an hour per chicken to set up for you personally, then the chickens need to be transported and maintained and someone who'll need multiple days will need to carry several chickens with them on horseback because Shadowsteed only lasts until dawn.

When triggered, it'll cast itself and then instantly be tripped by the person it was bound within. The only downside is you couldn't use magic alarm 'normally' without incoming pings dispelling it.

Then we know where it was stolen from. I mean, keeping a coop in the watchhouse is hardly the easiest place to steal from quietly.... What stops somebody from just stealing the chickens? They're basically feathery scrolls at that point, and I can think of a lot of mischief somebody with malicious intent could get up to if they even had only two or three copies of the standard Shadowsteed.
I mean, it'd destroy their body, but they could essentially teleport anywhere in Stirland with one of those, as far as we're concerned.
Well, it kind of sounds like you can use it to run up a mountain if you feel like.But Shadowsteed isn't THAT much better than having a train of changeable horses. Its just tireless so it can gallop the whole way.

Based on the hour assessment, it'd take an action to get it started, but maintaining it afterwards should probably not cost one unless they actually trigger more than one.
It's a hell of a lot of effort to produce something that has only very minor advantages over the existing relay station system.
What about a mirror signaling system?Until the Empire invents telegrams there's not much we can do to improve internal communication outside of outlandish ideas like befriending the Fey or something.
Like semaphore lines you mean? The Empire would have to maintain countless outposts out in the forests and man them all with trained specialists. They wouldn't mix well with secret messages, and can't double as couriers either. Nah, I don't see it catching on, the benefits aren't enough.
