@BoneyM would the following be a valid and, as far as Mathilde knows, reasonably straightforward Windherding action:

Divine AV instead of enchanting as I prefer that, it also swaps out getting to know the forestborn for two windherding actions. First up we start practicing with some simple spells with Egrimm, this gets us started on windherding and it has us doing something with Egrimm, I really don't like the idea of recruiting him then ignoring him for the entire first turn we have him. This guy had a boss from hell and may have turned to literal bosses from hell to escape, lets not go too far in the oppposite direction and undermanage him. This would be an action that has him working on something interesting with mathilde but without micromanaging him too much like he wanted to escape from. Recruiting Hugo will if successfull give us access to a skilled enchanter so we can start trying windherding enchantments without having to pay out the nose in CF. It also gives us access to the main advantage the brights could bring to the waystone project (skilled enchanters) without us having to formally recruit the entire order.
