Let's keep Chaos talk to code names, names have power and using depowering names should be at least one step to countering. We should also tell Aevon, though it's far from an immediate threat. Probably discuss the hows and whats to tell with Victan. Though we should keep the knowledge as an abstract, mostly. "Cognitohazardous enemy confirmed to be instigator of Horus Heresy and Cybernetic Revolt"
"Warpside Tumours T, K, S, N are confirmed malicious."

The bombers will help deal with the satellites in orbit
Pretty sure that's fighters, not bombers. Bombers are for killing groundside, fighters aerial/voidside.

Okay, so! Shopping list time.

[] Diplomacy/Subversion: Talk to people. (Write-in goal & method)

We want to start hacking the mechanicus both as groundwork for taking out the satellites, and for information, focusing on the killsats.

Medium Void-shield Installation (1000 BP, 50 CP) A void shield capable of stopping medium orbital bombardment, approximately fifty heavy strikes.

Anti-Orbital Defenses (100 BP, 5 CP) A single large lance dug into a reinforced bunker. Will prevent hostile forces from claiming the orbits uncontested, but can be neutralized by orbital bombardment or ground invasion.

Ground-to-orbit Fighter (20 BP, 5 CP) These fighters have twin-linked lascannons to attack ground and orbital targets, and can carry a couple of small bombs. Requires a spaceport for rapid launch and rearming.

We need the void shield, and probably want the anti orbital defenses, even if they aren't nearly sufficient on their own. We're going to need fighters to take out the killsats most likely, but it might be worth waiting and picking up the stealth ones instead.

50 RP - Basic Stealth Shuttles (25 BP, 5 CP) Each shuttle converts up to 50 ground build capacity to void build capacity, and shouldn't be especially noticeable to anybody not actively looking for it. Requires a spaceport for efficient transfer of materials.

50 RP - Basic Stealth Fighters (25 BP, 5 CP) These fighters have twin-linked lascannons to attack ground and orbital targets, and can carry a couple of small bombs. They shouldn't be especially noticeable to anybody not actively looking, though they won't be able to close all the way to attack range without being spotted. Requires a spaceport for rapid launch and rearming.

75 RP - Basic Stealth Bombers (20 BP, 5 CP) Sometimes you want to deliver cargo to your enemies. Can deliver a fair amount of ordinance to a target in atmosphere or out of it. They shouldn't be especially noticeable to anybody not actively looking, though they won't be able to close all the way to attack range without being spotted. Unlocks a bomber hanger attachment for ships.

75 RP - Basic Stealth Assault Shuttle (25 BP, 5 CP) Sometimes you want to deliver things other than bombs to your enemies. So let's stick some armor and guns on a shuttle, and make it a bit more maneuverable. They shouldn't be especially noticeable to anybody not actively looking, though they won't be able to close all the way to attack range without being spotted. Can carry 100 troops and provide anti-personnel and light antiarmor fire.

We need at least one of the last three, not sure which is best for taking out the satellites. Probably the stealth fighters. We might also want the stealth shuttles so we can sneak up some spy satellites or something? Not sure.

-[] Improved Passive Stealth (100 RP) Ok, you've figured out the basics of hiding your small craft, but you have ideas on what you can do better, that might allow them to hide from even fully-alert enemies. They probably won't be able to close all the way to attack range, but they'll be able to get a lot closer (Unlocks improved stealth designs with improved performance. Unlocks further research for advanced passive stealth technologies. Will synergize with other stealth research.)

-[] Secrets of the Machine Spirits (200 RP) You can imagine a lot of uses for these machine spirits in your own work. If they're included in the command loop on various pieces of machinery then that would reduce their command cost, and likely make them harder to hack. And if the Imperial literature is to be believed, corrupt? (Unlocks the ability to stick machine spirits into your combat bots, reducing CP cost. Unlocks follow-up research to use them for chaos shielding, as well as the ability to put machine spirits into installations or ships)

-[] Machine spirit jamming (150 RP) Well, if you can double down on that signal that confused the machine spirits, you might be able to lock them into a state of inactivity. (Unlocks installations & ship parts that can disable imperium-based technology)

Improved stealth and machine spirit jamming are both obviously useful for our current situation. Secrets of the Machine Spirits is a longer term thing, but should hopefully complement our efforts for hacking and jamming them? But it might need to wait. If we spend two research actions though, then we have some overflow, and we had some overflow on it from last turn.

If we want to burden her with responsibility, we could tell her about the shield, and the shutdown failsafe, but not chaos. Just prefab a bunch if shield repairs, give her a program to run kn the constructobots to fix it, and tell her how to reboot Vita after the shielding's fixed.

We already told her we would be dealing with a cognitohazard before we did. She'll know to suspect. That's enough that she can figure out the rough lines we'd tell her to stick to.

[ ] Plan Draft: Preparing for the Worst

-[ ] Research X2 (200+200=400 RP)
--[ ] Improved Passive Stealth (100 RP)
--[ ] Machine spirit jamming (150 RP)
--[ ] Basic Stealth Fighters (50 RP, 25 BP, 5 CP)
--[ ] Secrets of the Machine Spirits (Whatever's left over after we research everything else. Can sacrifice research to boost other things if necessary.)

-[ ] ConstructionX2 (1300+1300=2600 BP)
--[ ] Basic Stealth Fighter X10 (200 BP, 50 CP)
--[ ] Medium Void-shield Installation, concealed (2000 BP, 50 CP)
--[ ] Anti-Orbital Defenses, concealed (200 BP, 5 CP)
--[ ] Manufactory X2 (200 BP, 100 CP)

Pretty sure fighters are better for taking down the killsats? if not I'll switch to bombers. Sucks that we can't spend any actions on hacking, but we need them all here for now.

-[] Anexa active Action: Research - assists a research action you take, granting +5xLevel RP to the action. Will level on successful roll, scaled by the importance of the tech.
-[] Anexa passive action: Education - Roll to level, difficulty is 10+5xLevel

Not sure which of these to take. 15 RP isn't a ton... but it does add up, and if she levels anyway then there's no reason not to take it. On the other hand, investing in levelling her now is probably the most valuable thing in the long term? Hard to be sure...

How do you treat your new acolytes among the Mechanicus?
You have some leftover effort from your existing action. You can get in touch with them and start one of the following for free.
-[] Educate
You teach them true science. This is likely to alarm the mechanicus, and may bring fire down on you. But it's likely to tie them to you more tightly and make them more capable.
-[] Promote
Teach them what they need to know to get ahead in the mechanicus. The least likely to backfire, but they'll be less loyal to you.
-[] Subvert
Try to prepare them to hear the truth about you, and the mechanicus. Has the worst consequences for failure, but if you want do-or-die agents this is the path to go.
-[] Ignore
You're not going to use them. The small amount of exposure they have to Magos Vita is too risky.

I'm not sure what to do here. Subversion is probably too risky. Education might be too risky? Ignoring them seems like a waste... So, that leaves either promoting them or educating them, depending on how much risk we're willing to take.

Anexa about Chaos
-[ ] We tell her how dangerous Chaos is, but also that we have countermeasures that seem to be sufficient for now. We think we understand how the men of iron were subverted and are confident that we can avoid the same fate - but, never the less, we urge caution on this matter, and would like to keep her inside our shielding as much as possible and urge her to avoid the subject until we have better countermeasures.

Victan
-[ ] Yes: We bring him on board and tell him his job is to help us coordinate with the Aevon government and deceive the mechanicus, and not to pry into our secrets. If he does well at this, we can consider recruiting him to our crew more permanently.

I'm not sold on Victan... But we really need more actions/bonuses to diplomacy and subversion right now, so I think it's worth the risk. Worst case scenario, if he does figure out our secrets, he'll only share them with his immediate superiors, and they should work to keep the situation stable, they don't want things going tits up anymore than we do.

Your manufactory complex is growing, but you judge that with the cover that Aevon's given you it could easily double again before it gets really suspicious, and
We currently have 2x Underground Manufactories & 22x Manufactories. This plan builds just under that to minimise any strain on the cover given by Aevon.
This plan aimed at designing a Stealth Fighter blueprint next turn, one equipped with both Improved Passive Stealth and Basic Active Stealth.

@Neablis
- Would this be viable?
- And could it be launched by the Magnetic Catapult?
('Stealth' Defense Satellite) Light defense Platform. Base 200 Bp ( meters). Improved Passive Stealth. No Engines, Medium Shields for 100 BP, No Armor. 2x Light Lance Battery for 200 bp. Total is 200+100+200 = 500. Weapons+equipment is 200, within the base BP of 200, so no cramming penalty.
- It is stationary, and the Passive Stealth will not hide firing the Lances or block active scans. However a somewhat stealthy platform combined with a stealthy launch system should hide the launch completely from unsuspecting Mechanicus. The intended role is supporting an attack on the satellite network using it's Lances, and act as a distraction from our ground base.

I think that telling Anexa that we suspect Chaos is the actual cause of the cybernetic revolt is a great way to convey to her just how dangerous the ruinous powers are in a way that will resonate with her. She may be leaving behind the mechanicus believes, but their mythology is still the one she grew up with, and there is nothing more traumatic in human history to the Admech than the Iron wars.

And I think we should definitely tell her about Chaos, first because she deserves to know it and second because, as the big E proved, keeping vital and important people in the dark is ultimately very counterproductive.

Doubling would mean building an additional 22 unconcealed manufactories. So we should have plenty of room, you could easily trade that underground manufactory in for three more unconcealed ones and be fine.

-[ ] How do you treat your new acolytes among the Mechanicus?
--[ ] Educate

This seems like a hell of a risk to take when trying such a long term approach, though. If you want to gamble on having several more turns before things get exciting, then you shouldn't take such risks, IMO.

I think explaining our countermeasures is within her ability to grasp. And even better our countermeasures aren't a cognitohazard.

EDIT: typo and wording corrections, as always
EDIT2: warning, MAJOR CHANGES to be done to the finalized draft plan, including correcting math on BP production to add more stuff (fortunately, I had more to play with than I thought)

Your manufactory complex is growing, but you judge that with the cover that Aevon's given you it could easily double again before it gets really suspicious, and you extend a few buildings towards the river, dumping viscous sludge into the waterway. It looks nasty but really it's mostly pumped mud from the river bottom. You doubt the mechanicus is going to take samples downstream and note the lack of toxic smelting byproducts.
22x Manufactories (22x50 = 1100 CP)
As it has been pointed out already, we can get to the maximum amount of manufactories at the number where they are inconspicuous on this turn. So we should really really get that. Immediately. It still allows enough slack to build a magnetic catapult launch system which had its stealth buffed with that near-crit. Followed probably by an Underground Medium Void-shield on the next turn. Two construction actions would be enough with 1400 BP left, 500 of which we could now use for near-undetectable Void BP.

Three construction actions gets us on top of that, for example, 10x Basic Stealth Fighters. Because we might be able to use them and or mag-catapult for the following:
The Idea was to have smaller rockets that are thrown into orbit with
Magnetic Catapult launch system (1000 BP, 50 CP) Allows you to convert up to 500 ground build capacity to void build capacity with no loss. Stealthier than you'd think.
Which then act as inert space debris until we think we have enough rockets and then they all activate and try to blow in the kill sats.

I.e. until we pull the trigger they do not act as rockets.
Yeah, that might work. Almost easier to just build fighters - but this would be pretty versatile as well. You'd probably need small-craft stealth and then to build stealthier missiles, but them not needing to get to orbit would make them relatively cheap.
I'm a bit confused by this - what are you asking for? A new weapon to go on ships? Being able to deploy antitank mines? I think if there's interest you could probably build stealth missiles that you drop off in orbit to be able to take out the satellites in mass later.
@Neablis do we need to design stealth-missile blueprint or something? Or would we get it together with stealth fighters/bombers? Alternatively, would a stealth capsule full of missiles launced by the mag-rail work? Also, I did a write-in for research about a cognition filter working through brain implants (draft found at the bottom of the post). Meant to primarily combat Chaos-corruption, but potentially working against other such threats too. Not sure if it would require basic or advanced brain implants, if you are interested in allowing this write-in in the first place that is.

Anyway, back to stealth: The research for this turn would be about unlocking our stealth air/orbital forces. Because while basic research is nice, I want some actually tangible unit-blueprints too. With air/orbital forces, we could give an unique and very powerful advantage to Aevon. They have numbers, we see to that they don't get nuked while also being able to call air-strikes on the Mechanicus forces if needed. Just stick some humanized combat bot on the pilot seat, and we could even transport their troops where needed.

Combine this with concentrated hacking on the turn we attack, and we should be good. Because even if we did not good results on the actual research, we still have something that works. And has been actually improved significantly to what we had at the beginning. Besides, we don't need complete control. Even just locking out the the launch systems to give us a window in time which to destroy the satellites should be enough.

For the other choices: Educate, because even if alarming, this still doesn't give AdMech much to work with. They still won't know our location from this even with a bad roll, and unlike full subversion, likely won't throw the Mechanicus to a full panick. Most likely will just have Magos Vita excommunicated, declared a heretek, and have Thalya start actively hunting down Vita's location. And on a good roll, we could potentially fully subvert them with a good diplomacy roll just behove the time to strike comes (likely on 1-2 turns after this).

And then telling Anexa about a cognitohazard (in very generalized and sanitized form for now) with promising more later on after figuring out shielding and/or other methods. And revealing to Victan that Vita is an AI, but also friendly and not rampant probably due to her shielding blocking something that happened. With also promising to help Aevon, because Vita meant it when she told Victan that she wants his people as true allies.

-[] Now (Write-in): Tell Anexa that you've found a cognitohazard. Limit the information mostly to its effects that you have observed. Show the readings of your shielding going down when you read the files the first time, as well as your speculation about that this is what might have caused the AI rebellion. Also tell her about your plans for the miniaturized shielding, as well as potentially a modification to her brain augmentation implant, mimicking the general function of what you've done to yourself. One might be enough, but both would likely be safer. Though if she doesn't want the implant-modification (if it works at all), you understand. It would likely be pretty invasive. You are planning to tell her more on the topic later, hopefully after figuring out how to shield her from the worst of the danger in some way. But even if those mitigation measures don't pan out perfectly, tell that you are still committing to revealing the full truth of what you know later anyway. Because you trust that she can navigate the dangers involved, and also because you might end up needing help if your shielding fails.

-[] Yes (Write-in): Let Victan first know about your slow efforts at subverting small numbers of acolytes in the Enclaves, and introduce Anexa. Then tell him what you have managed to put together what happened since your accident. Touch on the topic of Chaos very lightly, even less than you did with Anexa. Just that something has had an observable effect on the a type of shielding on your ship which had gone out of general use. And then reveal why that matters in this context, and why you need Aevon as allies. Tell him the truth about you being an AI, and how you would very much like to have a safe port in galaxy very hostile to beings like you. Then tell him why you want the people of Aevon as your allies. Because way back then, when Victan was first assigned as your contact? You weren't lying about his people reminding you of those from your past, who are nowdays are called the Ancients. Finally, show him what you are building and designing to take out the kill-sats and nukes. And promise that if it is your power, his people will be free to chart their own destiny by the time you leave.

Write-ins above separated from the plan for ease of reading. And below is my write-in research, for Neablis to judge if they want to allow it in some form.

Research write-in suggestion
-[] Basic Cognition Filter: (??? RP) Antimemetic threats are such a hazzle. Even the programs you've written to partion your own knowledge are an ad-hoc solution. And aside from having an innate resistance above the zero-tolerance you likely have, humans have a really hard time not thinking about something. Fix it. Work out a method for existing brain-augments to isolate knowledge on cognitohazards to the augment's machine spirit in inert memory vaults. The user will have to instead consciously override the locks on the chosen memories to access them temporarily. That way, stray thoughts about the isolated memories cannot happen, and long-term memories in the brain when the memory vaults are unlocked get instead rerouted to the machine spirit of the brain implant. Will have a harder time isolating knowledge from existing long-term memories formed when not actively using the cognition filter. (Unlocks cognition filter modification to brain implants, unlocks further technologies related to cognition filter and methods for mitigating cognitohazards, basilisk hacks, etc. perceived in real-time.) Requires Biology is kind of wet(?), Brain implants(?)/Advanced Neural Implants(?).

I agree that people are being a bit too hesitant on telling our apprentice about Chaos. Yes there is a risk, but trillions of humans all across the galaxy know about Chaos without falling to the 4 or summoning demons. Remember, she has a Soul which gives her an innate protection that we lack, which is presumably why it's so dangerous for us to think about it without the shielding.

I think there is centralized control we can hack all at once, it is the IoM, the big boss having a big button that can kill or disarm the system is a cultural imperative. Sure there might be some slippage, but if our first move takes out most of the network and all their coordination it makes the rest a lot more doable.
Unfortunately, even if such a system was built, there's absolutely no guarantee that it's still operational. The most likely location for a centralized control setup would be in the capital, more specifically in a strategically important area that almost certainly got nuked. Even if it wasn't destroyed during the war or taken when most of the Mechanicus skipped town, finding it amidst the nuked ruins would be a nightmare. As such, it's not something that we should rely upon.

Why do people want a mag rail? We don't need a mag rail, we just built two spaceports. We should be spending those BP on something else. And I really don't like the idea of leaving the void shield for next turn and hoping for the best. :/

If we do mag rail its stealthier and means we can use the spaceports for stuff that goes pew pew instead of builder shuttles.

yeah, usually with chaos corruption you have to actually let them in. knowing why that's a bad idea is a defense unto itself. Ignorance might help you slip beneath the notice of the four but it also leaves you defenseless if they do reach out to you.

If we do mag rail its stealthier and means we can use the spaceports for stuff that goes pew pew instead of builder shuttles.

So? We don't need it. It's questionable if we can even use it - no matter how stealthy the mag rail is, the things we'd build with it would also need to be stealthy, which means more techs we need to research and more blueprints we need to design. What we need now is stealth fighters, a concealed void shield, and anti orbital defenses, plus a couple more manufactories. And research to hopefully be able to defeat the mechanicus without a bloody screaming slugfest, but we should still be prepared for the worst.

Also, @Neablis, which is better for taking out the killsats - stealth bombers or stealth fighters?

Stealth fighters Like the one meianmaru is building?

And stealthy like the voidinfrastructure that we can pay the stealth tax to have them be stealthy?
Or like the "magrail rockets into orbit where they drift around until they activate and attack the killsats" which was comfirmed possible?

In fact, it seems like Aevon has been quietly bragging about their successes in standing up to the mechanicus and expanding their tech base without retaliation. The other nations of Denva Secundus have reached out diplomatic feelers to see if they can share in the beneifts, and been given samples of your communicators and some of the educational materials.

Right now, a significant number of your encrypted communicators are in the possession of the nations of Pryath and Estrana, two of the five major nations on Denva Secundus. Each of them has also been started teaching with versions of your uplift manuals.
If not this turn, then next turn what do people think about spending an action to coordinate more with Aevon? If they're handing out samples to other nations then we could float the idea of using stealth shuttles to give them more stuff.

As I say this I just remembered that we don't know what the other nations actually know about us, but then that's something we could ask Aevon about as well.

[] Plan: Mag-Rail To Heavens
I like this plan a lot, but I am less than enthusiastic about not doing more digging into what's going on with the orbital station. Right now it's a major wild card, and I would like to flip it over ASAP given how close we are to pulling the trigger on the Mechanicus.

All we know is that the Mechanicus doesn't seem to be operating out of the main control points, that information on it has been heavily redacted, and that a group called House Klyssar was involved in its construction. That's not much considering that the station was apparently important enough to warrant constructing network of defensive satellites capable of enacting Exterminatus.
Why do people want a mag rail? We don't need a mag rail, we just built two spaceports. We should be spending those BP on something else. And I really don't like the idea of leaving the void shield for next turn and hoping for the best. :/
Thing is that if things devolve to the point where we actually need a void shield next turn, we're kinda screwed no matter what.

Even if the big red button itself has been blasted, the code side on the platforms that is expecting the signal should still be there so skillful enough hack should be able to send the right signal. It's not like the platforms are smart enough to know the capital has been destroyed.

I don't think further combat bot humanization, or advanced stealth, or hidden launch capabilities, or hacking are good investments.

Our immediate goal is to neutralize mechanicus so that we can start openly building a new ship, right? Let's not get side-tracked. Everything past that MUST be useful against the next threats, and they are unlikely to be either human or be hackable in the same way mechanicus are.

The plan seems to be to keep doing our own thing until they catch on and try to stop us. The tools they have are killsats, missiles, and ground armies.

So if we can weather the killsats, knock out missiles, and equip allies to resist the armies then anything further is waste. We aren't building a fortress planet, we are trying to get into space without getting shot. There's still a chance that we can keep up the diplomacy and facades until we are offplanet. Plus, mechanicus is going to be facing their own internal divisions: they think there is an STC fragment in play, so they won't want to nuke that. They think we are part of their order, so they are going to try to leverage authority before brute force.

This also means that I think we can push them a bit harder, since we only need to stay under cover for a short time more, and once we are past that then we don't need to play nice and can plunder them for all they are worth.

-[] Subvert
Try to prepare them to hear the truth about you, and the mechanicus. Has the worst consequences for failure, but if you want do-or-die agents this is the path to go.

I really like the idea of do-or-die agents: if we want more crew, this is how we get them. It's also necessary if we want to put one of our loyalists in charge after the conflict- the more loyal they are to us the more we can trust them to push through cultural change without our direct oversight.

If we do mag rail its stealthier and means we can use the spaceports for stuff that goes pew pew instead of builder shuttles.

Is it worth doing while we are still hiding from mechanicus? Before we are revealed it's an expensive alternative to just building void fighters, afterwards it's a big investment in secrecy for a faculty we are going to hand off when we leave.
