The problem is that the part where it's bad optics to take Naru into a potential war zone in front of a police officer when she's more or less unconscious is, uh... well, that's true.

Hm. I don't know, actually, what the state of Japanese law is. But coming to the shrine to try and figure out what's happening isn't illegal (if a bunch of non-magical schoolgirls did it, it wouldn't be a crime). And it's probably not illegal to try to enter a pocket dimension (heh). So in terms of the present incident I think Naru's not demonstrably associated with anything illegal- and certainly not with anything Kimiko would want to discourage.
 
The gem stone flowers contract, closing in on themselves to become Ten separate gems placed along the back of the blade. There, right at the edge of the hilt is a glimmering ruby, then the second gemstone is a glistening Emerald, followed by a shining diamond. After that comes a shiny Tigers eye and a a garnet, then a glittering yellow sapphire. After that is a Lapis Lazuli, a pale blue Amazonite, then a purple Amethyst, and finally a piece of black Tourmaline. That is only the back of the blade, while a clear, shimmering crystal grows out, across the edge of the blade. Even as Inuyasha stands there, the clear of the blade near the hilt seems to fill with a deep red energy that flows like liquid inside of the blade.

Naru groans, even as she curls closer to Usagi and her warmth. "-sagi..." The girl says as her body relaxes, before she gives a soft snore. The majority of Usagi's worries start to fade, but she is still left with a very unconscious girl, even as she starts to turn towards the other Senshi. I'm pretty sure Officer Kimiko is well aware that the youma fall far outside of what the law ever expected to encounter. She's going to question us regardless of what we do, so it'd be best for her to see the fight for herself. Going out of our way to heal someone that helped us before we move on would give her a positive opinion of us as well.

As far as Japanese law goes, Inuyasha is the only one that could be arrested as per Japan's blade and gun laws.

As it stands, Kimiko would only insist on detaining us if we decided to not answer any of her questions or her boss tells her to detain us for questioning.
We'd have to explain a lot to her.
I'm sure Kimiko would understand if we told her we were in no mood to go through all of the info we have on youma in the middle of the street. Kimiko probably wouldn't want to have such a long conversation either, since she needs to make sure all of the bus victims are okay, even if we heal all of them. We'd still have to give her some information if we wanted to have good relations with the local authorities.
Also it'd be a lie since we don't seriously suspect Rei or Kimiko of being youma, and I'm pretty sure Inuyasha could tell.

Blood gems are from Bloodborne and are essentially crystalized blood with arcane properties. Bloodborne has something called the beast plague, which results in far more than mere werewolves. The beast plague is the result of healing blood, which is connected to eldritch beings. It's not quite the same level as Lovecraft, but it gets close.

Um.

So... this is a reference to a semi-random video game then, not something that we know to have a specific connection to the various settings crossovered into this quest then, to be clear. And you were concerned because you see energy that behaves like a red liquid (evoking blood) now associated with Inuyasha's sword, along with gemstones.

I would tend to call that a coincidence- the energy may intentionally be meant to remind us of blood, but gemstones have lots of associations of their own in both Sailor Moon and Inuyasha, without needing to refer back to anything else.
 
Hm, it simply seems to be that Inuyasha has obtained the Red Tetsusaiga form, the form that specifically breaks barriers. The only difference from Naru's magic infusing it thus far seems to be that it is more aesthetically pleasing than it would have otherwise been. Mayhap there will be other benefits to Tetsusaiga.

Oh well, if there are, it is not the Senshi's problem. Inuyasha can puzzle out the rest on his own time and in his own era.

The Blood Blade Tessaiga is a Gem encrusted form of the Tessaiga with a thorned hilt. When wielding the Blood Blade Tessaiga, the thorns on it's hilt stab into the user's hand, drawing and drinking the user's blood. This process fills a portion of the Crystal Clear Blade with the users blood which allows for any techniques that use the user's blood to be channeled and used through the Tessaiga, as well as several new techniques which can be used via the blade. Additional abilities that this form of the blade grants to it's user is the capability to pierce through the Dimensional Veils that Youma use to hide their folded spaces, and knowledge of the location of the celestial bodies.
