On to the vote, while I agree with the most tactical option being the most tactical... this feels for RP purposes to be a time for Usagi to act emotionally. Either calling immediately or resolving to "fix her mistake" by dealing with it herself.

Well, on her first meeting with Samui she did include this scene:

As Sailor Moon glances around the halls, looking for anything that might stand out, and in particular for anything so boring as to be forgettable, the young senshi notices something moving out of the corner of her eye. Turning, the girl realizes that what she saw was the shaking of Samui's hands. Despite the clam look on the acting director's face, it is clear that the Youkai is scared. Taking a step closer to the pale skinned woman, Usagi looks down to her, a soft warm smile on her face. "Sailor Mercury warned us," She says plainly, "Which means that whatever this Truth-maker is doing, it's not perfect. I'll be able to see it as well." A hand slips up to the shorter woman's chin, pointing her face to Usagi, "I won't let them hurt you, or any of your clan."

Samui's eyes go wide, before the woman steps back, and for the briefest of brief moments, all the grace and calm flees from the woman's face. However, before Usagi has a chance to try and even parse the look on the woman's face, she quickly turns away from Usagi with a cough. "Y-yes, of course. I will trust you with this." She says quickly before pushing ahead and continuing down the hall. Sailor Moon is pleased to see that the Yuki-Onna's hands are no longer shaking, but she can't help but notice that there are a pair of very... odd looks being given to her by Kimiko and Natsuda.
Okay, I've changed my mind.

We don't need to wait to call MCAT. :)

As long as this ensures that Naru puts in the report, I think this is the best way to deal with her, in my opinion.

It doesn't, that's just what keeps getting suggested by players. The vote seems pretty clear that what the plan is and how long it takes to come up with are up in the air, probably to be determined by dice.

Well like. I'm sure Samui would absolutely cover for us against anything short of actual nonconsensual mind reading prying the information out of her unwilling brain.

But she's probably going to have to give people at least some idea of why they're extraordinary-renditioning a random fourteen year old girl and why they're taking all manner of sorcerous precautions against her. And someone's gonna ask some questions.

Uh. I don't think this "ensures" anything specific, though it does seem to ensure that Usagi's gonna think it over until she feels like she has a good plan. It's "take time to make a plan," not "take time to make a mechanically optimal thread consensus plan."

What makes you think it'll be dice instead of a follow-up vote?
If there was going to be a follow-up vote on how to juggle the infosec of sending MCAT after Ahma, why would there be this vote, instead of just a neutral "write in a plan for doing the thing" vote up front?

"Ask Naru to do it" is a fairly straightforward plan. Naru might even suggest it, since Usagi will certainly want to warn her friend about their classmate. Also, she's still listed as our Chancellor - that is, our Diplomacy advisor, the person we ask about how to reach out to other groups if we're planning.

Also, I remember that an early conceit of this quest was that we the players were, collectively, Serenity whispering in the back of Usagi's mind. So basically Serenity has been yelling "Ask Naru!" at her waking-world counterpart since shortly after Rei shared that fire vision.

Well, things seem to have gotten a bit more complex since then. We sometimes vote for things that seem a bit out of character for Serenity, such as "getting into fights rather than letting someone else sort them out for her."

The whole tell the MCAT is probably better especially since we can say we recognize the sailor uniform as the same one Naru wears and just asked her. But I also just want Usagi to just nuke first and get it done with.

The conceit was that Serenity is whispering our votes to Usagi in her dreams. This was never supposed to be like PMAS, where thread chatter is reliably elevated to character thoughts.

To be clear, the point I was making was serious; 'Clamming up' and 'feeling clammy' are also expressions of emotions, so looking clam doesn't seem that weird to me as an emotional indicator.

The snipping in the quote was merely me seeing an opportunity to remove stuff in a funny way without actually removing information.

I should have been more direct as well. While I have heard "feeling clammy" and "clam up" I've never heard "clam look". Given the full context of the sentence:

it's clear that the look Samui has on her face is in contrast to Usagi noticing her body language (including seeing her shaking hands in the sentence prior) indicating the director is scared. So I would assume it is supposed to be 'calm'. Director Samui is putting up a neutral poker face despite being a nervous wreck for that meeting.

Slightly complicated by the fact that we've only seen Ahma in a fire reading, making school uniform ideentification tricky.

It was a direct quote, and given how productive and creative the QM's been, I feel like sniping at the occasional typoes is counterproductive.

I'm actually serious.
Languages are made by their use, not by how they are prescribed.
Minako provides a great demonstration how playing around with language can help to express ideas. or give a certain flair to the concepts we are trying to express.

Usage of language being uncommon or even unique shouldn't be seen as a deterrent.
