The latter aspect might change depending on how much Onogoro-based battlefield salvage MCAT have at the end of this.
I wonder if mass producing Symphogears would be MCATs equivalent to the Ranger Project. All they need is to steal borrow as many cultural relics as they can find and then start making weapons from them. The power of music and numbers would go a long way to help even the odds.
Even if they could mass produce Symphogears, another issue is that said armor is potentially a lot more 'picky' than the results of Project Ranger. Prime example would be how Harpe really doesn't want to work with Chris.
 
Frankly, the massed heavy weapons thing is probably kind of a stopgap, and it's got drawbacks- a lot of collateral damage that's only remotely acceptable because in a situation like this there's extensive efforts to pre-clear firing lanes and ensure that the buildings actually in danger of getting chewed up are evacuated.

Having actually magic-proficient soldiers and some kind of way to systematize their equipment would probably be a good thing, and there are likely to be voices within MCAT that are tempted to just say 'fuckit' and go with a melee-oriented all-yokai force if they can figure out a way because that tends to cause less collateral damage.

But human beings can't melee with a lot of the stuff MCAT expects to fight... well, not without something that confers the physical strength and durability of at least a low-end magical girl transformation, or highly magical melee weapons and armor of a type Onogoro has a lot of and MCAT has very few of.
Hence my saying at least in the short term.

It comes back to logistics and training feasibility. As has been discussed ad nauseum, one of the biggest drawbacks to Onogoro's forces is the extensive time it takes to train replacement combatants. Especially to replace the most experienced/powerful ones. It's a process that can take years of dedicated study in addition to the physical training. On top of that, their equipment is all very specialized, if not unique to the individual, and there are a very limited number of artisans capable of creating new and/or repairing/upgrading existing equipment.

In contrast, modern soldiers can be trained to an acceptable level of combat proficiency in a couple months, and that's if they're taking their time with things. Their equipment is also all mass manufacturable to one degree or other. Some of the magical munitions might be difficult to create in bulk, but they're still all standardized, and the USA who is supplying MCAT are aware enough of these limitations to commit to stockpiling a reserve supply as much as they are able.

The real goal though is still going to be scaling up operations like Artemis' new Celestial Engineering lab. I've said it before, but we're going to have to be damn careful about who we let know about it, because there are going to be some people who will be willing to go to war to get their hands on magical 3D printers and thaumic machine tools.

I've had second thoughts about my vote- we're still near to where the Empty Faces just saw us.
[ ] Teleport to a quiet place out of godbinder range then have Mars ask MCAT where to deliver the prisoner for interrogation

Because we're currently right next to a battlefield where anyone can see us, I'd rather not risk people listening in to us asking where to deliver the mage. Besides, it's a busy battlefield with lots of noise. Don't want us to be distracted.

I kind of figure the military paradigm is due for a realignment as magic proliferates and bulk troops with standard weapons fall out of favor the same way that heavily armored infantry with large weapons did.
Its going to be in flux for a considerable time, considering the magitech arms race is going to repeatedly switch around optimal models as the cost efficiencies change around and superheavy combatants appear out of nowhere.

We're currently in the place we were teleporting too when they grabbed us, which is not the place they spotted us before, and "a hundred or so meters and three stories above the site of the attack on the east gate", so I don't think we need to worry about being overheard.

There's still the issue of being near a busy battlefield. Do you think you can coherently give information while having to shout over the sound of mass gunshots?

I think we have not been depicted as having issues communicating due to background noise, and if we were to have such issues, Usagi is smart enough to consider "make a phone call" to include doing things reasonably necessary to make that call intelligible.

Well, the trick is that you seem to need a high/low mix in a viable magical military. The need to make Symphogears from a finite pool of relics, and the fact that individual Symphogears are punching at Prowess in the 30s even at entry-level, suggest that they work better at the 'high' end.

Ideally, you want something to arm your foot soldiers with that can be manufactured by the thousands, and Symphogear armors can't. You also want something that the average person can use if they have the right training, so that you don't end up having to turn away 95-99% of your soldier volunteers because they don't have the biological quirk to use your weapons. And Symphogears, as I understand it, require compatibility.

There has, indeed, been a fairly consistent pattern of the Senshi doing basic commonsense things to make it possible to carry out the actions they're "told" to do by a vote.

If the vote itself is to do something fundamentally misguided, of course, we may end up in trouble anyway- vote to set the building on fire and you have the complications of the building being on fire. But we usually don't run into problems like "you forgot to vote to have Usagi tie her shoelaces before going to school."

Senshi are not interrogators and jostling Nanoha's elbow while she is doing an escort mission seems very unwise. Dump the guy on MCAT and let them sort it out.

If there's a cell he can sit in with at least two people watching him and as many anti-Out enchantments as can be jury-rigged without pulling personnel from more critical tasks, I would say to put him there. However, I don't remember whether MCAT knows there's a chance of Empty Faces in the building, and if they do, they'd know keeping the Godbinder prisoner could with ill luck result in a Godbinder loose in the headquarters. I'll defer to Samui on where to put him.

This seems good to me. We can have the guy questioned without taking up too much of a Senshi's time, and have Moon available to teleport around the battlefield. Even if Samui herself doesn't have a good idea, she has subordinates and allies for a reason.

You know, I kind of want to have Mars uses Honest Flame in the room while Sir Fred is doing his mind-dive mumbo-jumbo and see what would happen. Would it cut through whatever is giving him trouble here?

It'd be funny if dropping off the prisoner resulted in us foiling whatever the Empty Face team was trying to do there, assuming Sir Fred was right about what they were planning.

Sounds like a crapshoot. I could see the outcome being anything from "Empty Face mentally collapses" to "Sir Fred mentally collapses" with intermediate options from "Empty Face's mental defense is based on deception schemes and breaks down" and "Sir Fred's mental offense is based on deception schemes and breaks down."

    [X] Ask Samui if Sailor Moon can teleport into MCAT HQ and give the prisoner to Sailor Mars so that she can use Honest Flame on him. Mars and Moon can then interrogate him for the locations of the other ritual sites.
    [X] Bring him to Mars and ask her to use her Honest Flame to interrogate him for the locations of the ritual sites. If he clams up bring in Sir Fred to un-clam him. Once locations are obtained give the targeting data to Nanoha for Orbital Bombardment.
