Reasons:
She has been very considerate with LQ (turn 4: Arc 3-2, quote below) and also all the support in our work in the previous turn... Also, obviously having the breakdown of factions under the Cai is very important information.
Those aren't bad plans, but I can't approve of doing Paying Respects without Hidden Scribe. The narrative cohesion is too good. I think that I'll let go of the Moonless Winter plan I mentioned before and, regretfully, leave Paying Respects for another turn.

I maintain my statement of doing Soul of Ice and Frozen Soul Serenade together.
I don't expect "magic to happen" just for doing Ice and Frozen together, but I still think it's the right choice. FSS+ will be objectively stronger because the Winter Heart Trait will increase, which will make FSS+ more immediately useful even if we are still developing it
Narratively, it will go like this: at the summit place, Linq Qi will notice how the White Sky's Winter differs from Zeqing's and her own. That will lead her to contemplate how her Winter has started to differ from Zeqing's lessons.
That will crystalize in a later arc in the actual Successor Art Creation. It's a good, organic set up. A bit of preparation instead of it suddenly popping up. Remember, in the story doesn't appear how the thread has been talking about FSS+ for months.
The proccess will have it's own votes and choices. That's what will actually define FSS+. So SoI won't "muddle" the proccess or the result anymore than such an endevour would be in a quest anyway.
Without Hidden Scribe, the Bear God wins the third slot. Laughing Wind comes a close second and I wouldn't mind if a plan with wins. But having a "complex" giant bear around that Sixiang can possess is too good to pass.
About Proffessional Actions, I already explained why I favor Root Inroads. It's a good continuation to the Weilu Party.
I think we can leave finishing Hou Zhuang's Gift for next turn. Last time we chose the Foundations and raised our rep. In the last part, we'll most likely choose Central Valley, like in Part 1. So I think it's good we learn more about the clans there before finishing our contact network.
I also think we should finish Survey the Wall now, just so we have all the information about our fief and can properly plan the future actions.
