Voted best in category in the Users' Choice awards.
Paying Respects gets us +1 to Isolation and Power projects, and the only one of those we have currently is BKSD (unless I'm misreading somewhere). So those two naturally go together, and can fit into a FSS+ plan.
 
I'd favor finishing our sect stuff.

That is, Paying Respects and Hou Zhuang's Gift 3 of 3 (because it advances Argent Disciple) , followed by Idols and Ancestors (because Zeqing, and because we are ready for FSS successor) .
We complete it with Sea of Dreams, because turtle boy deserves some care.
 
My plan is outlined, I'll wait till the 2 hour point to post it. But core elements: Sea of Dreams, Idols and Ancestors, Survey the Wall, HZ Gift 3. While I have room to flex on the remaining two cultivation actions, I have a pretty good idea of what is best.

We can afford to hold Paying Respects and Root Inroads for Turn 17. It feels more right to complete Survey the Wall and the Gift now, since we've been going through them for the past two turns straight anyway.
 
IMO, the actions are pretty set this turn, so I'm more flexible on the cultivation actions.

So Hou Zhuang already comes with eye of grudges, and Idols and Ancestors comes with the FSS+ cultivation action.

I'd like to pick up one of the MOSS cultivation projects to link with Survey.

So the question for the last cultivation action is if something can link into the actions, whether that be another seas of dreams, idols and ancestors, or the peace talks.
 
I want to do Hou Zhuang Part 3 and Root Inroads. We have no knowledge on the Cai clan and we kinda desperately need to learn more. Also I like Bian Ya, and we don't have much time to recruit her as well, for Comm Specialist.

Diviner's Path is everything I want in a personal action.

While Diviner's Path is really fun sounding, it kinda has the problem that it's competing with Sea of Dreams (available only this turn, also we promised to do it) and Idols and Ancestors (which is needed for FSS+, which we've already put off for a long time and we need for cultivation progress).
 
Alright, since Xuan Shi Quest is this turn only, it's basically mandatory to take if we want to involve him as a character going forward. With that in mind, I'd like to present a tentative plan:

I like We Are But Ripples here, as the search for meaning in the face of the infinite darkness is a nice narrative complement to both Xuan Shi and FSS+. Paying Respects really ought to be taken alongside the Hidden Moon SSC action, which has a high chance of giving bonus moon attention, given our connection with Xin. Meizhen-quest is also a non-starter this turn, as it really wants to be taken with Cathedral of Winds, and it competing with a time-limited Xuan Shi action.

I don't think Soul of Ice should be taken at the same time as FSS+ is started, because it muddies the conceptual waters of what winter means, and would actively detract from the narrative. We really want this to be focused in on the actual insight we gained from FSS in the first place, and our lessons from Zeqing.

Idols and Ancestors is 100% this turn. The narrative beat is just too good to pass up, and it's time for the FSS upgrade. I think Sea of Dreams is probably 99%, since it's a this turn only action and we like turtle boy. Also dreamwalker trait.

So really the question is what professional actions we take. Cathedral of Winds isn't worth doing without diviners path, so we can safely set that aside for a future turn.

Personally the three I'm most interested in are Root Inroads, Paying Respects, and Hou Zhuang's Gift. Finish up Sect stuff, leave fief stuff for later. Root Inroads mentions roots, which is basically Tree, so that gets my vote.
 
It occurs to me that Eye of Grudges, from the sound of it, may have a Power or isolation concept. Maybe. If that is the case, it would be mechanically optimal to unlock it before doing Paying Respects. We then could do a turn with Paying Respects, BKSD, and Eye of Grudges. This is a minor concern at best, but it could hypothetically come up.

I think the Personal Actions are basically semi-locked and I don't care about Professional Actions this round, but can we please cultivate Laughing Flight of the Wind Thief this turn.

It's an amazing art which has been cruelly neglected.

In the previous turn we did both Phantasmal Mastery and Tree... So we should commit to steadily keep improving BKSD. To dedicate 1 action to it each turn. It would be a massive waste otherwise.

And in this art there are still useful techniques we haven't even learned. The Bear God strong attack, and then, maybe the Songbird God Qi drain. Those would be great additions to our repertoire. Especially now that we know that the modification gives them a buff effect.

Getting Phantasmal Mastery but not getting those would be absurd.

Plan close sect plotlines + going full diplomacy

Paying Respects (I think this story be in personal not professional but whatever) - not doing it would be wrong both personaly and politicaly it also neatly close the sect arc of the story
Hou Zhuang's Gift 3 of 3 - if we are locked with Peace preparation this one male more sense
Idols and Ancestors - if we going out of the sect in this turn lets close all plots there
Sea of Dreams - we need 2 make up 2 him both personaly and politicaly couse he is our contact with the xuan also I like the increase in dream Walker
Frozen Soul Serenade Successor project - couse ending sect plots
Melodies of the Spirit Seekers - couse we doing diplomacy this turn qnd spirit diplomacy might be important here but also it in the future qnd we might gain more from it than other arts Plus it work well with the spirit wisperer thing Qi is famous for
 
No songseekers ceremony progression? It is our cultivation art.
I think we can afford to delay that to make way for other projects. Funny enough though someone proposed to go full meme and go all out for SSC next turn. Now I'm not taking that into serious consideration yet but since some of us are planning to do Paying Respects next turn, I think at least going Hidden there is ideal.

There are people who will say that this plan overloads Turn 16 with too many plot points. However, I don't really care about "turns". They are an arbitrary framework resulting from the quest format. In terms of Destiny Cycle the story I feel the Dream Arc we have been on since returning from the WS expedition (First Dreamwalk > Su Ling Adventure > Xiangmen Dream > [Gaol Lessons > ] XS Dream Adventure > Nightmare Tribulation) should be finished before we move on / return to the WS Storyline that is deeply connected to FSS+. Yes this means having two massive "end of turn" moments this time around. But since the QM is offering them up, I feel fine at least throwing this plan out there.
Preferably the Turn structure would be something like:
XS Dream Adventure & Nightmare > Exploration & Wind thief > Summit prep & Gift > Idols & FSS+

But I will propose my own plan... I consider BKSD more important than We Are But Ripples... Also I also don't want WABR to pollute the meaning of FSS+ (similar reason to not to do winter soul)

I like the Frozen combo with SoI and FSS+.
But I'm gonna approval vote almost all replacements for it.
