I think those predators are non-sapient, which is something Imperium rarely bothers with to actively exterminate. Their xenocidal urge is mostly focused on civilisations of Xenos not any form of life not from Earth.
This is accurate, the Shapeshifters on this specific planet are more really smart animals than an actual civilization.

I know, just wanna make a fun joke. But yeah shapeshifters are dangerous for good reason and their purpose is to infiltrate anywhere and cause some mayhem by pretending to be someone important for sabotage and making people paranoid of each other, wondering who's real or who's the faker.

That is why I think inhabitants of that world created a system which makes sure who is real. While I imagine not perfect, it makes the situation less shitty. And I believe it will help the chapter there to actually find their identity after they are done with their mission. Alpha Legion has problem with identity, not helped that their Primarchs were the same size and same faces.

Just after the bare minimum needed to reign in the chaos of the Horus Heresy was done.

The hunt for the traitors goes on.

But the Imperium's expansion continues regardless, though much progress has been made the emperor's work remains incomplete.

Dozens of smaller xeno empires cowed or nearly destroyed during the Great Crusade have sensed the Imperiums weakness and now move to take advantage of the chaos caused by the Horus Heresy.

Mortarion: xeno hate-boner activates Xenos…

The Space Marines, the Emperor's angels will undoubtedly be key to both facing these threats and ensuring the Imperiums dominion of the galaxy for millenia to come.

Still the projected time differences in between large foundings are truly immense and, some are worried about the possible loss of expertise or skill among personnel capable of organizing such a feat over the many years in between these foundings.

Gulliman: Makes sense. Given that Foundins took part centuries apart and many of those chapters either fell behind, they got destroyed or turned traitor.
Leman: I don't know which is worse.
Magnus: Turning traitor. At least when they fall behind, they can rise again. When they die, they die with their humanity intact.

You are Archmagos Orkadan Grim, one of the most respected Genetors in the Mechanicus and your job is to oversee the creation of new Space Marine Chapters outside of the major foundings.

It is a duty you do not take lightly for even if the chapters created in this 'long' founding may fly under the radar, you are well aware of the difference that even a small group of Space Marines in the right place can have in a battle capable of deciding the fate of entire sectors.

[ ] The Ultramarines The most pure, 'baseline' of Space Marine Gene-seed the Ultramarines are a lineage that gives no great benefits but in turn does not have great downsides. They do seem to have started a minor tradition of maintaining ties with their descended chapters however.

[ ] The Dark Angels: The Dark Angels Gene-Seed much like the Ultramarines have a very stable and problem free Gene-Seed. However the Dark Angels have also been acting very erratic lately on top of also being persistent about forming 'relations' with their founding chapters, a lot of officials with the Imperium are growing very concerned about this.

[ ] Salamanders: Oddly enough most deviations within the Salamanders gene-seed are wholly positive in the form of increased temperature resistance, radiological resistance, and enhanced healing capability. This does of course mean that any further mutations will likely be even more noticeable however.

[ ] White Scars: No overt physical defects but the White Scars Gene-Seed has been known to make those implanted with it more savage and hungry for war.

[ ] Iron Hands: The Iron Hands Gene-Seed seems to hold a genuine disdain of weakness within it. Most recently this hatred seems to have further narrowed into contempt for a weakness of the flesh specifically. You fully understand the irony of a member of the Adeptus Mechanicus thinking this but you find the belief irrational at best, the organic matter in space marines is already more durable than most cybernets known to the imperium. In fact so pristine is the Omnissiah's enhancements that these cybernetics might actually be a degradation from the original…. But of course you're just a Genetor who degrades himself by working with the 'weak' flesh even if you are older and more learned about the ways of the machine than several of your closest peers put together…. What could you possibly know about the topic of flesh and machinery in relation to one another?

[ ] Blood Angels: The blood angels gene-seed has three peculiarities. The first and oldest is the Red Thirst, an oddity that causes the Space Marine chapter to thirst for blood. Second is the Black Rage, a berserk fury that seems to have been caused as a result of the death of the Blood Angel Primarch. Finally you've noticed some minor warp based effect on the 'luck' of some Space Marines, but you doubt that will manifest into anything relevant..

[ ] Imperial Fists: A Stalwart legion the Imperial Fists Gene-Seed lacks the Betchers Gland and Sus-an Membrane entirely but otherwise is fairly stable.

Rogal: That is good.
Leman: Wait…where the fuck is my gene-seed?!

Magnus: At least no gene-seed of our traitor legions is available.

The second part of creating a new chapter is picking a homeworld, as impactful as the Emperor's enhancements are, the population a chapter draws from can and will have a massive impact on the Space Marine Chapter itself…. Something that had proven especially unfortunate in the case of the Night Lords.

Or you could deem them a fleet based chapter and wash your hands of the issue entirely.

[ ] Fleet Based: The Chapter is fleet based and will be constantly on the move but will lack a proper home unless it decides to claim a world for its own.

Corvus didn't know why, but he felt a large amount of smugness at that option.

[ ] Dualis: A planet that is half Forge World on one side and half Death World on the other. The Forge World half of the planet often uses the Death World half to acquire unique chemical mixtures from the wildlife and puts great pains into maintaining the health of the tribal humans that lurk within its jungles.

[ ] Fortuna: A paradise-like feral world the human inhabitants of the world live in shockingly deep 'harmony' with the nature around them and their local leaders are extremely good at predicting and avoiding or defeating the challenges they encounter on the planet.

Vulkan, like Corvus, felt something from that option too, but it sang confused emotions, both positive and negative, but positive ones were much stronger.

[ ] Extrema: A cataclysm of a planet on Extrema, the only places not covered entirely in ice and those that are located right next to the many rivers of lava that crisscross Extrema's surface. The people of this planet have long adapted to both of these environments and are remarkably able to travel between them as circumstances demand.

[ ] Yuruld II: An unfortunate planet stuck in between the feuding Forge Worlds of Yuruld I and Yurulkd III the world itself is a blasted wasteland full of wrecks from the constant skirmishing and occasional major war between it's two Forge World neighbors. This in turn has made the locals experts in both basic survival and making sure that neither of the two nearby Forge Worlds decide to crush them.

[ ] Pertana IV: The most unusual aspect of this planet are its human inhabitants who have displayed what can only be described as shocking levels of pain resistance, being by all accounts completely unbothered by even the absolute maximum amount of pain a human can survive without dying. The planet itself is mostly unremarkable beyond the strange fog that seems to cover the entire thing.

Mortarion: Hmmm…

Mortarion: I feel weird about it.

[ ] Akasha II: In all regards Akasha is for the most part your standard jungle Death World with it's main standout 'trait' being the fact that the Imperial Truth seems to have been adopted very quickly and become very strongly entrenched in the short amount of time since it's adoption.

Lorgal: . . .I feel a large amount of irony.

As you contemplate the possible choices of 'Chapter' homeworld you feel the chip you had implanted in yourself to keep you from rationalizing away all of the monstrous things you do on the daily or trying to end yourself already acting up again.

You are not a good man, no one in the priesthood of mars is, it is important to remember the fact that so as not to grow complacent in self-righteousness.

Advanced Future Sight (Locked): This Chapter Librarians have unusually accurate future sight, almost frighteningly so.
Jungle Warfare Specialty: This chapter has mastered the arts of Jungle Warfare, few can hope to match them in their field of expertise.
Expert Craftsmanship: Space Marines of this chapter are expert craftsmen and often create at least some part of their standard kit themselves.

Chapter Homeworld: The Verdant Eyes homeworld of Fortuna is classified as a combination of a Paradise World, a Death World, and a Feral World. Fortunate is populated mainly by human tribes led by 'Seers' who possess an uncanny ability to predict the future, an ability primarily used by the locals to avoid becoming victims of the planet's larger mega-fauna such as the fierce Carnosaur or Dread Sauron. Lesser creatures within the jungle are still hunted however and both the native tribes and the Verdant Eyes themselves have taken to carving the bones of particularly durable specimens into spears, ones that in the hands of a Verdant Eyes librarian have proven to capable of piercing power armor with shocking ease.

Vulkan: This sounds like Nocturne but different.
Fulgrim: No vulcanic smog and fire drakes but replaced with dinosaurs and jungle?
Vulkan: Yes.

The Chapters fortress monastery is located deep underground within a natural cave that leads to the very deepest recesses of the planet. Within this cavern the Chapters Seers look into dozens of futures in order to help unveil the best route to the chapters success, though unlike the likes of the Blood Ravens the actual chapter master of the Verdant Eyes is not also a librarian and in fact the Verdant Eyes chapter has solid tradition of keeping its Librarians in strictly advisory roles.

Leman: Good choice. Nerd can't lead for shite!
Magnus: Glares with his one eye

Almost unprecedented among Space Marines Chapters is the fact that the Verdant Eyes have a near rate of success in gene-seed implantation, something attributed to the oddly mundane usage of the Chapter Librarians precognitive abilities in order to identify candidates that they are nearly certain will survive the process of becoming a Space Marine.

Everyone: . . .
Everyone facepalms because they didn't think about that.

Combat: Before combat the Verdant Eyes are known to heavily investigate their most likely enemies utilizing a combination of both their enhanced future sight and conventional intelligence gathering. Once the target's nature is established the Verdant Eyes then proceed to fall upon their enemies utilizing the set of tactics deemed most appropriate, specialized ammunition meant to do the most damage to any given foe, and master-crafted weaponry of which the chapter maintains a wide arsenal for a variety of situations.

Corvus: Good idea…even if they use psykers.
Magnus: Corvus…your ability is psyker related.
Corvus: …force of habit.
Magnus: Sure…

Notable Battles of the Verdan Eyes
-An attack by the Eldar of Beil-Tan is repelled, as the Elder Craftworld had apparently been incensed by the human settlement of a 'Maiden World', this would turn out to be the inciting incident behind a long standing animosity between the Verdant Eyes and the most militaristic Eldar Craftworld.

Emperor: AHA! IT MAKES SENSE! THAT WORLD HAS WORLD SPIRIT!
Leman: Like Fenris?
Emperor: YES!
Jaghtai: And of course it is Beil-Tan.

-A Dark Eldar raid from the Webway strikes the world of Fortuna only to find the planet bereft of targets. Soured by the lack of victims to capture and unwilling to risk their souls being drained for next to no gain the Dark Eldar are forced to return home empty handed.

Vulkan: HAHAHAHAHAH!

-Beil-Tan makes yet another attack on the planet of Fortuna but once again finds itself repulsed by combined forces of the Verden Eyes and sections of the Imperial Fists who had been utilizing the system as a staging point for a campaign against a nearby Ork WAAAAGH!

Vulkan&Mortarion: HAHAHAHAHAHAHA!

-For the third TIme Beil-Tan strikes against the world of Fortuna. This time heavy weapons are deployed and large sections of the population… alongside large parts of the world itself as damaged. However the attack is eventually repulsed when the local wildlife of Fortuna seemingly begins assaulting the Beil-Tan forces and the Verdant Eyes Librarians are suddenly far more able to outmaneuver Beil–Tans seers. Rumors have spread that the world of Fortuna itself took umbrage with the damage caused by Beil-Tan and that it had in fact been guiding the Verdan Eyes the whole time, but such claims are unsubstantiated at best.
-The Verdan Eyes launch a series of retaliatory actions against the Craftworld of Beil-Tan, mainly via using their future sight find combat engagements that the larger Craftworld would be forced to commit to and jumping in to attack Beil-Tan forces while the latter are occupied.

Magnus: They really fucked up!
Emperor: DO IT ONCE, SHAME ON ME. DO IT TWICE, SHAME ON YOU. DO IT THRICE, AND FUCK YOU.

-A large Emperors Children force is within the (Redacted) region and destroyed. Most notably during the battle Lucius the Eternal was seen among the fighting and was the only Emperors Children survivor of the battle, having had all of his limbs blown off in the fighting by four precise bolter rounds. Such is a testament to the skill of the marksman that he was not even killed accidentally during the exchange.
-During the Age of Apostasy the minor Shrine World of Vindicus was targeting for destruction by Goge Vandires followers due to its leaderships criticism of his policies but found itself saved before it could face utter destruction when the full force of the VerdantEyes destroyed the would be exterminatus fleet. Vindicus would later go on to become a major shrine world of great importance but it had never forgotten the aid of the emperor's angels in its darkest hour.
-An impromptu truce is established between the Verdant Eyes and the Eldar of Craftworld Ultwe as the two forces cooperate in preventing a Thousand Suns plot that would have transformed every planet within Fortuna's sector into a Deamon world and opened up a major warp rift.

Magnus: Well…them being in a good relationship with Eldari is… surprising given everything, Vulkan.
Fulgrim: I would not be surprised that defeating my corrupted sons and helping with your sons Magnus, would give good bonus points.
Vulkan: I am happy for them doing very good.

Diplomatic Relations
Salamanders Relations: The Verdant Eyes maintain friendly relations with their parent chapter even if they are seen as extremely strange and prone to traveling vast distances on missions with seemingly not great benefit.
Ordo Malleus Relations: The Verdant Eyes are often seen as far too good at fighting the forces of Chaos for an organization not under the Ordo's direct supervision and are looked at with a suspicious eye.
Ordo Hereticus Relations: The Verdant Eyes are seen as reliable by the Ordo Hereticus even though they make frequent usage of psykers. No one knows exactly why though.
Ordo Xenos Relations: Relations between the Ordo Xenos and Verdan Eyes improved greatly after the discovered on Gene-stealer Cults as the incredible accuracy of Verdant Eyes Seers has allowed the Inquisition to dismantle many such cults before they could truly begin.
Ulthwe Relations: Ulthwe has figured out that they can count on the Verdan Eyes to focus on pressing threats over petty hatreds in most cases, something that puts them far above just about any other Imperial institution and a few Eldar ones in the eyes of the precariously located Craftworld.
Ecclesiarchy Relations: The Verdant Eyes rescue of Shrine World Vindicus in its darkest hour has not been forgotten.

Lorgal: Of course…inquisition hating on anything…
Corvus: Except Ordo Xenos given…everything.

Artifacts/Unique Units/Rare Units
Ebony Spears: Spears made up of the the bones of a particularly aggressive beat from Fortuna the bones in question are great channels of physic material and greatly enhance the power of Verdants Eyes librarians that use them.
Space Marine Scout Veteran: Space Marines that continue with dedicated scouting even after being promoted into proper battle brothers.
Dreadnought Seers: While Chapters with access to Dreadnought entombed librarians that can actively use their psychic abilities are inexplicably rare outside of the Blood Angels and successor chapters, the future sight of the Verdan Eyes Librarians is able to work perfectly fine from within the confined on an ancient. Dreadnought Seers are typically stored within a dedicated chamber within the Verdan Eyes fortress monastery and even capable of awakening without outside input if they receive a vision that they need to relay or act on.

Magnus: Oooooh, I like it.
Sangunius: I agree, I especially would love to see Ebony Spears.

This chapter honestly feels close to perfect for the Assasinorum request. Like, genuinely think it's a waste to not use it for that, in the end, but at the same time, is this an example of the Administratum already hard at work and misfiling something? Could be funny if Grim intended to do one thing and Imperium Imperiums, resulting in a mismanagement of resources.

That just makes it better in my opinion. I don't know like you, but I genuinely dislike Assasinorum, Imperial Knights and the like. They just feel so pointless to me, subfaction for the sake of subfactions as if Imperium being the main faction of the setting didn't have enough attention as is and canonically there's still unofficial organizations of assassins in the Imperium like various, religious death cults and Inquisition and other official factions use their services as well, making the very existence of Assasinorum even more pointless from Doylist perspective.

So as far as I'm concerned, sticking it to them is a feature not a bug, and as pointed out by Gabriel_TFA, the chapter still works for The Synopticon, information gathering work.

I disagree, the thing about having infiltration specialists working with space!CIA is that the OG Alpha Legion will want to infiltrate us (and if we get lucky loyalist omegon will) and preventing that is much more important than letting assassin's have their own death games
 
Like I said before, thanks to shape-shifting xeno beast and adaptive gene-seed, and with adition to Alpha Legion having too much identity issues, there is high chance that they will become perfect information gatherers given the possibility of them developing innate biomancy that will give them ability to change their appearance, height and voices. Which I still imagine it takes time and experience to use all three of them, but with their loose identity issues, they can put themselves in the place of important people pretty easily but they need to have inner programming that will remind them who they serve or like I said before, thanks to their homeworld, they can have trinkets that remind them who they are really. I see that as possibility because I see people of the homeworld learning how to see who is real and who is not, like game of Among Us when you think about it, so I see them either doing specific signals or items that will let them see who is really who. I imagine that shape-shifting xenos, beside being beasts, they can imitate sound...like one red skinned SCP.
