As an idea for the OP-4 option

[] Plan: Cryptic Eye
-[] OP-4: The Assassinorum wants a chapter of Space Marines to practice against… they have vowed to not actually kill them all and render your work pointless… how kind of them.
Goal: Create an anti-stealth Chapter.
-[] Traitor Legion Geneseed: If you wish you could gain access to the gene-seed of the traitor legions, each will have its ups and downs but all of them will have their gene-fathers concealed for practical reasons. Write in a traitor legion. 10 Points for each time this is taken.

How would a space marine chapter be "unfulfilling" for khorne battles anyway? If they're spectacularly lethal that's just beneficial to khorne anyway- cares not from where the blood flows, and all. maybe a psyker heavy force that does a lot of hot and run tactics?

Khornate Warbands have been known to give up a fight if it was too boring. Karne famously earned his epithet because he turned on his own troops when they took shelter from lethal conditions instead of pursuing maximum murder.

The most obvious solutions here are to do things like hit and runs tactics, long ranged engagement, and ditching any notions of martial honor.

Much as I like spiting Khorne, the World Eaters are a poor choice for this paradigm. Their best traits were always centered on their ability to push through a meatgrinder. If we wanted a less stereotypical option I'd recommend something like Iron Hands (focus on mechanization), Emperor's Children (perfectionist asshats), Ultramarines (plan fans), or even the Iron Warriors (the iron cage is practically a 101 for dealing with Khornate forces)
 
I imagined that nearest thing that my theorical "Loyalist Alpha Legion" Chapter has to "battlecry", is broadcasting "Alpharius sees everything!" through enemy's vox (that they "hacked" beforehand, obviously)
