It doesn't help that both descriptions of the Synopticon only have a single sentence describing the agency in totality.
That is both one of the great boons and banes of 40k.

It has so many interesting minor factions that are barely ever discussed and instead get pushed to the side for other more famus factions... usually more Space Marines (Funny thing to say in a Space Marine Chapter creation quest I know) and hilariously enough even Space Marine Chapters are pushed to the side in favor of more famus Space Marines.

Which is a shame especially in 40k video games because I'd honestly rather see more chapters like the Blood Ravens personally.

Gives someone a nice blank canvas if they want to expand on those one line factions/events though.

There are three main things I am aiming for here. The first is to take advantage of the universal attributes of Space Marines that make them really good at these high speed, high risk operations.

The second is to use our traits in a synergistic way that isn't just straight up sieges. In this case we'll be ideal attachments to the Imperial Navy and thus can counter boardings along with being very good at Alpha striking important locations and holding them until backup arrives. Oh, and we will be very useful whenever warp problems occur because we eat daemons.

The third is to kneecap the Age of Apostosy. The two biggest ways would be to weaken the burgeoning Imperial cult and to kill Vandire, but another method is to isolate his forces. By attaching ourselves to The Navy we also limit how many detectors they have. With less naval support any given planet is much easier to isolate.

honestly though, I also think this idea is just plain cool. It'll be like the Great Crusade never ended.

Edit: In terms of names and aesthetic ai like the idea that they are trying to hew as close to Big E as they are possibly allowed without directly stepping on any toes and risking censure for it.

Similarly I imagine they are holding to a very idealized view of The Emperor and The Great Crusade era Imperium due to their traits. I doubt they fully understand it all, but they desperately try and there is something endearing tragic about that thought.

Ok, edited my plan with their name and all that.

Idea was to fill out them as essentially channeling Crusade Era Emperor's Children...except they can't do anything too overt since Big E can't give them those privileges. So they accept a name that suggests the Aquilla, they wear Navy Colors and accent Gold, and they specialize in the sort of suicide missions that would have won them acclaim.

Also gave them "Suffer Not" as a creed, because I like Mad-libs type things and have an addiction for adding minor ironies. Yes, the Imperial Truth guys will have the same motto as the Imperial Cult. Why? It's fun and it will drive both of them absolutely mad.

- [x] Librarians: The Chapter's Librarians are particularly well trained, and have far greater resistance to the temptations of the warp. They are far less likely to fall to Perils of the Warp, and offer more potent psychic support.
- [x] Chaplains: The Chapter is blessed with more Chaplains than average among its numbers, and higher quality as well. Treachery and corruption will find it far harder to grow within their ranks.
- [x] Extra Rhinos: Though many would call them simple metal boxes, the Rhino is a capable transport and this Chapter has some to spare.
- [x] Extra Thunderhawks: The Chapter has access to additional Thunderhawks, of both Gunship, Transporter and Annihilator models, giving them superior heavy air power.

-[X] Marksmen: Even among Space Marines the marksmanship of the Chapter is top of the line.
-[X] Specialist Ammo: The Chapter has a ready source of specialized bolter rounds, letting them bring the best possible ammunition for any engagement.
