Considering that the Boltons have been primarily the ones maintaining the upkeep of the road, I'm inclined to say that tools are perfectly within their right to place.

I'm not asking for hard numbers here but surely Rheanyra is at least vaguely aware of what a reasonable toll on goods would be. I'm asking because your answer still builds on what the Forresters claim and believe rather than actual facts and concrete numbers.
Rhaenyra has a vague idea of what a toll between two different vassals in the crownlands would be, she doesn't really know what it would look like between vassals of vassals within one of the Kingdoms. Rhaenyra is not particularly strong when it comes to law right now.
 
Lord Stark said his family would have been taken care of for the time it would take for his fields to recover. He said nothing about the much longer period of time they would have to do without his labor if he's walled or disarmed.
If he's sent to the Wall, wouldn't it be reasonable to assume that the woman will just remarry (since I'm pretty sure the Night's Watch oath breaks up the marriage) to some new man who can take up working the farm?

Yeah and that's the most likely outcome. With winter lasting years, she is pretty likely to find a second or third son who would be quite happy to marry a de-facto widow and take over the farm.

The road is on Whitehill lands, so they very probably can toll it. But the sabotage was also done by a Whitehill man, so they will pay for the reconstruction. Seems like the most reasonable option.

I mean, the update started with men literally drawing chits to see who has to go to the Wall.

We can assume from that alone that they have the social rules and procedures to ensure that someone like the poachers family can carry on without their head of household.

Secondly, since the Boltons did maintenance on the road last they have the greatest claim on levying a toll though they can and probably do delegate that to their vassals. Therefore I'm inclined to believe that the Whitehills are allowed to levy a tax and it's only a matter of whether or not it's excessive and used as a punitive measure in their feud against the Forresters.



I think you're both blowing this out of proportion. The North is gigantic, including the forests, and no amount of poaching by the small population that are even capable of hunting is going to hurt the "food supply" of Stark or the North as a whole. In fact one might argue that poaching actually increases the food supply since a lot of deer die during the winter of natural causes.

The North is gigantic yes, but deer need to walk to get places (or be walked after being killed) so its less the total over all, and more the deer numbers near Wintertown. and it is a issue with poaching that any given act of poaching is more or less OK, but if it is let to happen then it will happen as poaching is close to free money in this time. unless you think that the Stark's are under hunting of course then it really is no issue.

Specifically noble men. Not peasants whose crops have been rotting due to blight. For all we know the procedure for peasants who can't toil their farms due to not having the labor for it is starvation. Wouldn't be the first.

Yes, House Stark and any noble house in this era, particularly in the North, is under hunting. I thought that was obvious in my post. The nobles use hunting as a hobby when they get bored, not as a means to acquire food.

I think we should consider cutting the second guy's tongue off before sending him to the Wall. Legit a crazy thing to say about your King within Judgement distance of royalty.
